The Board of Health met at the Town Hall at 6:30 pm

BUILDING PERMITS:
84 Frye Road – Building Permit approved subject to 4 bedroom deed restriction

TITLE 5 INSPECTION REPORTS:

53 Kettlehole Road - At their meeting on February 22, 2005, the Board of Health reviewed the subsurface sewage disposal system inspection form.  This report indicates that only pit #1 was opened and inspected.  The Board is requesting that pit #2 also be inspected.  This report is considered incomplete until further information is received by the Board of Health.
104 Sampson Road – Response received from the Inspector.  The Title 5 Report is accepted.

2 CHASE STREET – MATTHEWS

Mr. Matthews met with the Board with regard to a June 22, 2004 letter requesting more information.  Due to the fact that the well is closer than 100 feet to the septic system, the well was tested and had a high nitrate level.  In addition, the septic permit is for a two bedroom home and the report states that it is a three bedroom.  After discussion, the Board requested a new water test and a written response from Sontag with regard the well.  Further, a two bedroom deed restriction be recorded on the property.  The Board is also requesting whether the laundry system empties into the septic system or has a separate system.

7:00 PM PUBLIC HEARING BOLTON BOARD OF HEALTH RULES AND REGULATIONS

Craig Martin was present to discuss the 60 minute perk rate.  Mr. Martin stated that a 60 minute perk rate is part of the Title 5 Regulation and is questioning why the Bolton Board of Health has not addressed this issue.  Chris Rogers stated that should someone have a 60 minute perk rate they could request a variance from the Board and the Board would look at it on a case by case basis.  Currently, Bolton has not had an issue of 60 minute perk rates.  As long as there is a provision for a variance on perk rates, the Board is comfortable with the current regulations.
Mark Sprague provided the Board and Mr. Martin with draft language of Regulation 8b, shared systems, for their review.
Public Hearing continued until March 8, 2005 at 7:15 pm.

7:25 PM PUBLIC HEARING - 412 MAIN STREET – GLOVER

Present:  Stephen Glover, Martha Remmington
Mr. Glover came before the Board to request variances for the upgrade of an existing system.  Specifically, a variance from Regulation 13, distances and long sewer lines.  After discussion, the Board voted to allow the variances conditioned upon an annual inspection of the sewer lines by a Title 5 Inspector.

JIM GARREFFI – NASHOBA ASSOCIATED BOARD OF HEALTH

Mr. Garreffi met with the Board to discuss the allocation of money for emergency planning.  There is money allocated to Bolton and Mr. Garreffi if willing to act on behalf of the Town of Bolton to implement the systems.  After discussion, the Board voted to authorize Mr. Garreffi to act on behalf of the Town.

LARRY DUCHARME - SEASONAL HIGH WATER

The State estimated that you needed 4 feet offset until 1995 when the regulations were changed.  Peter Fletcher is a soil scientist who educates others.  Mr. Fletcher looked at a Littleton site.  Where there are till soils, the water percolation can be slowed which leaves mottling that is inaccurate.  Mr. Ducharme believes that Northwoods is similar.  He believes that the mottling used at Northwoods is inaccurate.  Mr. Ducharme is asking that the mottles be reevaluated.  Chris Roger suggested that should an instance come before the Board, they would have the option of forwarding same to Mr. Fletcher or a similar expert for evaluation.  

Mr. Ducharme will provide more information to the Board on this issue.

155 NORSE ROAD – KLAUMINZER

Bill Brookings will contact Mr. Klauminzer and Mr. Morte to schedule an inspection and report back to the Board of Health.

63 GREEN ROAD – BAGDONAS

Mrs. Bagdonas contacted the Board of Health with concern as to the proper handling and storage of manure.  Bill Brookings of NABH will contact Mrs. Bagdonas to schedule a site visit and report back to the Board.
