The Board of Health met at the Town Hall at 6:30 p.m.  

BUILDING PERMITS APPROVED:
40 Powerhill Road – Basement finish

SEPTIC PERMITS APPROVED:
Lot 33, Oak Trail – Revised Plan

TITLE 5 INSPECTION REPORTS:
288 Sugar Road – Response regarding Title 5 issues from Wayne Seelig received.  Report accepted.
78 Quaker Lane - The Board of Health reviewed the inspection report and noted that the well location was not noted on the report.  After a review of information located in Board of Health files, it was found that the well was located in excess of 100 feet from the system.  

LOT 6, CORN ROAD – KAPUSTA

Stephanie Kapusta met with the Board to discuss a relocation of the house.  Because of this the sewer line is longer than 100 feet.  After discussion, the Board voted to allow the variance with the restriction that there be an annual inspection of they system by the homeowner.  In addition, Bill Brookings indicated that a new water test was needed.  Mrs. Kapusta will contact Bill Brookings.

385 BERLIN ROAD – LARRY  MCLOUGHLIN

Larry McLoughlin met with the Board to see what was necessary for final sign off on his property.  Bill Brookings stated that he will check his file and contact Mr. McLoughlin.

7:00 PUBLIC HEARING – Bolton Board of Health Regulations

The Board of Health further discussed the Proposed Changes to Bolton Board of Health Regulations as follows:

- Offset between groundwater elevation or mottling as determined by soil evaluation and bottom of leaching system shall be five (5) feet unless otherwise voted.
- Shared septic system to include verbage that the Board of Health would require input from other Boards prior to approving any shared system.
- 10 (a) if surrounding existing system is in excess of 200 feet, an arrow with direction and a note that it is in excess of 200 feet is sufficient.
Mark Sprague will draft sample language and provide same to the Board.

Hearing continued until February 22, 2005 at 7:00 pm

MANURE REGULATIONS

Marty Fitzgerald met with the Board to see if manure regulations were being discussed as part of the regulations hearing.  Mark Sprague told Mrs. Fitzgerald that although manure regulations are something that the Board will be looking at, they are not at this time being discussed.  Mrs. Fitzgerald asked that she be notified when regulations were discussed.

RIVERSIDE

Bill Brookings reviewed the plans as proposed.  The developer is proposing individual homes with individual wells but with a shared system.  There are two houses sharing a well which Mr. Brookings does not believe is allowable in accordance with MGL.
The wells will need property line variances.  The plan does not show abutting wells and septic systems.  Variances for a shared system and long sewer lines will need to be obtained.
Offsets to catch basis and septic tanks will require variances.  Reserve area proposed to trenches will need variances.
Label cistern well on site plan.   This information will be provided to the Planning Board.
