REQUEST FOR A DETERMINATION OF APPLICABILITY (FRD); NOTICE OF INTENT (NOI), ABBREVIATED NOTICE OF RESOURCE AREA DELINEATION (ANRAD), ORDER OF CONDITIONS (OOC)
At 7:00pm Chair Brian opened the public meeting.
Present board members: Chair Brian Berube, Jeff Bryan, Karen Overfield, Jeff Larence, Lori Stephenson & Rebecca Longvall (conservation agent)
7:05pm Brian Berube opened the continued public hearing regarding the after the fact Notice of Intent for land clearing and remediation of 22 West Berlin Rd. Taylor Property. Leo Garneau the representative of the applicant had requested a continuance being that the engineered plans were not completed as of yet that day. Therefore the continuance was requested by Leo on behalf of the applicant. Brian made a motion to continue the public hearing to April 4th 2017 at a time to be determined. Jeff L second the motion; all unanimously approved.
7:10pm Brian opened the discussion relative to the Order of Conditions signatures needed. Jeff B asked if there was an assurance for time to complete project. It was clarified that there is in terms of the two year monitoring period for success rate of the plantings. After reviewing the OOC Jeff L requested SC #12 omit the work “homeowner” as this is irrelevant to the property and it is necessary to address all individuals maintaining the property. Brian addressed SC#7 asking if we were to provide a wetland scientist or if I were the monitoring party. It was clarified that per usual process the homeowner may hire an individual that the commission approves to ensure the success of the plantings. No other comments from the commission were voiced. Chair Brian made a motion to
accept and approve the OOC as drafted with the omission of SC #12 word “homeowner” and specification to SC#7. Jeff B second; all unanimously approve and sign.
7:20pm The Commission approved the negative three determination regarding the blueberry field at 131 Green Rd.; property of Janet Johnson; that was voted on at the previous meeting. The commission provided signatures to finalize the administrative process.
7:25pm Brian makes a motion to approve minutes from past meeting March 7th 2017. Jeff B second; all unanimously approve.
7:33pm Brian B makes a motion to close the March 21st 2017 public meeting. Jeff B second; all unanimously approve.
