Conservation Commission Minutes 02/21/2017
Present: Lori Stephenson, Karen Overfield, Jeff Laurence (Land Steward), Rebecca Longvall (Conservation Agent)
There was not a quorum present at the meeting. Therefore the commission members and conservation agent did not open the public meeting but held a discussion session focused on answering questions. Karen asked if we can do anything without a quorum. Rebecca stated we cannot open any hearing or take any actions but can be present to answer any questions the applicants or aggrieved abutters may have. The first applicant was not present and had requested a continuance.
Rebecca stated NHESP had responded for both properties 0Sawyer Rd. and 401 Main neither was seen as negatively impacting the concerned habitat areas. The members reviewed these documents.
Rebecca asked if Karen had been able to conduct a site visit for 131 Green Rd. Karen stated she had hoped to connect with Brian so that they may conduct a site visit and had not yet one so.
Karen asked a clarification on seed mix. Lori answered by stating whatever is most available of the listed species is what is provided in terms of what is accessible or not.
Rick Bourges was present and asked if there were any further questions or concerns that the commission would potentially be asking. Rebecca stated need to vote on the Order of Conditions at the next meeting March 7th 2017. Rick asked for his wife where they could purchase conservation mix of seeds; Lori stated you may find them at the New England Wildflower Society, Garden in the Woods. Rebecca gave Rick the seed mix list that Dan Wells had shared with the commission. The second question Rick asked was relative to how to determine that the fill is ‘clean’ and minimal or no invasive. Jeff stated the goal is to mitigate erosion, without encourage invasive growth choking out native growth and/or plantings. Jeff advised Rick to inform his site workers of the Order of Conditions specific to conservation commission concerns.
Seth Donohoe presented the additional information that was documenting regarding the removal of stockpiled debris, along with the DEP comment to switch the seed mixture to one that would prefer shade. Seth stated he hopes to conclude this process and make a vote at the next meeting March 7th 2017.
 Rebecca asked if there were any questions regarding 131 Green Rd. blueberry field expansion. Lori asked how large and how many blueberries were present already and how many were to be added. Rebecca explained the rows to be added were minimal and not to encroach on the 100ft buffer on the property. Jeff L reminded the commission members present, that the blueberries are certified organic. Rebecca stated these blueberry bushes are therefore grown in such a manner that retains this certification about which Janet (the homeowner) is very knowledgeable.
Rebecca noted that the conservation department is hosting a reading at the Bolton Public Library for World Water Day on March 22nd. Also for an early Earth Day April 20th.
