Capital Planning Committee met at 7:30 p.m. at Town Hall.

The Capital Planning Committee met with the Police, Fire & Ambulance Departments.
In attendance were: Vincent Alfano, Police Chief

Chief Alfano gave a brief overview of the Bldg. Committees work done so far. They have toured many area stations and have found things they like & dislike with other buildings and will make adjustments from what they have seen. Chief Alfano spoke of the countless hours Mark Guinta has put into researching the new Public Safety Building. Mr. Guinta spoke of a RFQ from Architectural firms to happen in early April.
They hope to have conceptual designs & cost estimates in hand by late April.
Library monies are to contribute 45-50K toward the sewer force main that will tie the two buildings into the school WWTP.

Chief Alfano estimates the new Public Safety building to accommodate a population of at least 8000 without expansion to the building.

The building is to use state of the art mechanicals to meet energy efficencies.

There will be a pre Town Meeting walk through of the design at place yet to be determined.

Gerald Wilson spoke of  the need for a new ambulance in the near future with a cost estimate of 130-150K. Currently the existing ambulance is in need of approx. $6500.00 in repairs.
They currently do approx. 250 runs per year which takes in 80-100K in revenue.

Chief Stephenson spoke of a new fire truck which will be a tanker type truck that was purchased through a FEMA grant and will cost the town approx. 5K and has a estimated value of  over 200K.
Chief Stephenson spoke of replacing trucks on a 5 year rotation with a cost of approx. 300K per truck. The department annually purchases approx. 400 ft. of 4” hose per year to replace portions of its 4000ft. of total stock on hand.

Chief Alfano spoke of the new firearms that were donated to the department with a value of approx. 8K.
A Ford Taurus was donated to the town via a “drug bust” when the vehicle was confiscated.
A new portable PA system was donated by the Bolton Lions Club.
Cruisers are rotated in & out every year. The Ford Explorer has approx. 2 years left in service. The unmarked cruiser has 1 year remaining in service.
Public safety is to upgrade computers at a cost of 80K There is the possibility of state funding to offset the estimate. It will include laptops for Police, Fire & Ambulance vehicles.
The department is looking into traffic light upgrades at Still River & Main st. as well as other locations on Main St. in the town center district.

Panny Gerken asked for the Capital Planning Committees opinion on the Community Preservation Act.
No opinion was given. The CPC will work with CPA if enacted.

Burt Shnitzler asked we elect a chairman for the committee.

As a result of a vote taken Bob Minardi is Chaiman and Barry Joseph is Vice Chairman.
