Chairman Cote called the Advisory Committee meeting to order at 7:00 p.m.

LIBRARY
The Library Trustees attended the Advisory Committee meeting for the revote on the request for two additional hours thus benefit eligible.  

The Advisory Committee subsequently learned that the Library part-timers are not contracted, as previously stated by the Library Trustees at the Advisory Committee meeting on February 9, 2016, but are employees-at-will. After the Town Administrator spoke with town counsel, it was learned that it is acceptable to budget at less than 52 weeks and to use previous known estimates of actual weeks worked to form a budget.  If short then a request a transfer from Advisory. Advisory Committee voted 5-0 against approving the additional 2 hours. ~(Cote – yes, Benjamin – yes, Myerson – yes, Kirchner –yes, Lauer – yes)

Ms. Benjamin dropped from the remote participation after the library vote.

The wages line item in the budget accounts for the assumption of the 2 hours approved. Town Accountant Ninotchka Rogers was asked to make the adjustment to the wages line.

MIS, ACCOUNT 155
Mr. Gary Perwak attended the meeting.  Adjustments were made to the MIS budget as follows:

Purchase of Service (5200) reduced from $40,400 to $40,000
Software Support (5243) reduced from $3,222 to $2,434

Equipment (5850) reduced from $5,055 to $4,475, for a total budget of $58,796.

On a motion made by Kirchner and seconded by Myerson, the Advisory Committee voted to approve the MIS budget as amended.  (Cote – yes, Myerson – yes, Kirchner –yes, Lauer – yes)

TREE WARDEN, ACCOUNT 292
On a motion made by Lauer and seconded by Kirchner, the Advisory Committee voted to approve the budget as is with a total of $47,472.    (Cote – yes, Myerson – yes, Kirchner –yes, Lauer – yes)

DEPARATMENT OF PUBLIC WORKS ACCOUNTS
Town Buildings, Account 190:  Adjustments were made to the Town Buildings budget as follows:  
Repairs (5241) from reduced $46,800 to $11,800 plus $7,000 moved from miscellaneous for a total of $18,800.
 
Miscellaneous (5700) reduced from $9,000 to $2,000 for a total budget of $129,261.
 
On a motion made by Lauer and seconded by Myerson, the Advisory Committee voted to approve the budget as amended.  (Cote – yes, Myerson – yes, Kirchner –yes, Lauer – yes)

Traffic Lights, Account 293:    On a motion made by Kirchner and seconded by Myerson, the Advisory Committee voted to approve the budget as is at $3,400.  (Cote – yes, Myerson – yes, Kirchner –yes, Lauer – yes)

Highway, Account 421:  On a motion made by Lauer and seconded by Myerson, the Advisory Committee voted to approve the budget at $850,191 subject to further fuel/energy analysis by Mr. Kirchner which will also be applicable to all other town budgets with fuel and energy expenses. (Cote – yes, Myerson – yes, Kirchner –yes, Lauer – yes)

Construction and Maintenance, Account 422:  On a motion made by Lauer and seconded by Kirchner, the Advisory Committee voted to approve the budget as is at $210,100.  (Cote – yes, Myerson – yes, Kirchner –yes, Lauer – yes)

Snow and Sand, Account 423:  On a motion made by Lauer and seconded by Kirchner, the Advisory Committee voted to approve the budget as is at $180,000.

Street Lighting, Account 424:  On a motion made by Myerson and seconded by Kirchner, the Advisory Committee voted to approve the budget as is at $6,750.

Transfer Station, Account 433:  
Recycling & Hauling (5282) reduced from $38,560 to $31,000 for a total transfer station budget of $160,723.  

On a motion made by Lauer and seconded by Myerson, the Advisory voted to approve the budget as amended.  (Cote – yes, Myerson – yes, Kirchner –yes, Lauer – yes)

Water, Account 450:  On a motion made by Lauer and seconded by Myerson, the Advisory Committee voted to approve the budget as is at $5,000.  (Cote – yes, Myerson – yes, Kirchner –yes, Lauer – yes)

On a motion made by Lauer and seconded by Kirchner, the Advisory Committee voted to adjourn.  (Cote – yes, Myerson – yes, Kirchner –yes, Lauer – yes)
