Chairman Cote called the Advisory Committee meeting to order at 7:00 p.m.

FY17 BUDGET PROCESS
The Advisory Committee reviewed the meeting schedule for the FY17 budget cycle.
Donna Madden, the Town Treasurer introduced Ninotchka Rodgers, the new Town Accountant. They explained the budget process; discussed town debt, the process to renew debt, the rates at which debt has been taken on as of late relative to long term borrowing and the refinancing process.

Additionally, they discussed the new spreadsheet ledger format relative to last year and offered assistance moving forward through the FY17 budget cycle.

Ms. Madden also explained that there was a printing error on the latest tax bills.  The amount due was correct but the rate was incorrect.

TOWN ACCOUNTANT, ACCOUNT 135
Ninotchka Rogers, Accountant attended the Advisory Committee meeting.
There were no adjustments to the budget for the Town Accountant.

ANIMAL CONTROL OFFICER, ACCOUNT 292
Susan Latham, Animal Control Officer attended the Advisory Committee meeting.
There were no adjustments to the budget for Animal Control Officer.

TOWN CLERK, Account 161, 162, 163
Pamela Powell, Town Clerk attended the Advisory Committee meeting.
There were no adjustments to the budget for the Town Clerk – Account 161; Elections – Account 162; and Street Listing/Registrars – Account 163.

HISTORICAL COMMISSION, ACCOUNT 691
Martha Remington attended the Advisory Committee meeting.
Adjustments were made to the Historical Commission’s budget as follows:

Purchase of Service (5200) $3,400
Supplies (5400) $2,400
Books (5580) $50
Dues (5730) $250

The Historical Commission will research and provide the Advisory Committee with more information related to the purchase of signs.

LIBRARY TRUSTEES, ACCOUNT 610
Discussion was centered on the request for two additional hours to be offered to one of the part-timers which would then subsequently push that position to a benefited position.  The Advisory Committee deferred their vote to give them the opportunity to learn more about what that means from a benefit standpoint and overall cost to the town.

INTERVIEW
Craig Lauer, resident who has been attending the Advisory Committee meetings expressed interest in serving on the Committee.  The Advisory Committee suggested that Mr. Lauer contact Ms. Pamela Powell, Town Clerk regarding his interest and the process.

On a motion made by Myerson and seconded by Kirchner, the Advisory Committee voted to adjourn. (Cote – yes, Benjamin – yes, Myerson – yes, Kirchner – yes)
