The Advisory Committee met at the Town Hall at 7:00 p.m.
TOWN MEETING PLANNING ARTICLES
Present:  Erica Uriarte, Jonathan Keep and Douglas Storey

Articles 9-22 sponsored by the Planning Board were discussed.

CAPITAL PLANNING REPORT

The Capital Planning Report was distributed and discussed.  All capital item requests were categorized by groups with group 1 being necessary, group 2 necessary but could wait and group 3 not approved.  Within those three groups the requests were numbered in order of importance.

COUNCIL ON AGING (541)

Since a decision whether or not to support the program director position and wage request was not decided at the previous meeting, a straw poll was taken at this time.  The Committee voted 3-2 to support the program director position and the wage request for FY15, which totaled $5,850.  (Abdalian – yes, Dinjian – no, Czekanski – no, Downey – yes, Cote -yes)

REVIEW ARTICLES

On a motion by Dinjian and seconded by Czekanski, the Advisory Committee voted to approve Article 1:  Accept Annual Reports (Abdalian – yes, Dinjian – yes, Czekanski – yes, Downey – yes, Cote -yes)

On a motion by Dinjian and seconded by Czekanski, the Advisory Committee voted to approve Article 5:  Reauthorization of a Revolving Fund for Web-based Municipal Software Services (Abdalian – yes, Dinjian – yes, Czekanski – yes, Downey – yes, Cote -yes)

On a motion by Czekanski and seconded by Downey, the Advisory Committee voted to approve Article 6:  Dissolve the Advisory Board for the Senior Tax Rebate Program (Abdalian – yes, Dinjian – yes, Czekanski – yes, Downey – yes, Cote -yes)

The Committee agreed to have Article 7:  Other Post-Employment Benefits (OPEB) removed from the warrant on the condition that a committee be formed to develop a funding plan.

The Committee agreed to request the Town Administrator at a future meeting discuss Article 8:  Amendments to the District Agreement of the Minuteman Regional Vocational School District.

On a motion by Czekanski and seconded by Cote, the Advisory Committee voted to approve Article 9:  Amendment to the Code of the Town of Bolton to move the Barn, Stable and Carriage House Preservation Bylaw (Abdalian – yes, Dinjian – yes, Czekanski – yes, Downey – yes, Cote -yes)

On a motion by Czekanski and seconded by Dinjian, the Advisory Committee voted to approve Article 10:  Amendment to the Code of the Town of Bolton to amend Article V, Special Regulations.  Section 250-27.1, Barn, Stable and Carriage House Preservation, Subsection B(2) (Abdalian – yes, Dinjian – yes, Czekanski – yes, Downey – yes, Cote -yes)

On a motion by Dinjian and seconded by Czekanski, the Advisory Committee voted to approve Articles 12-14 Adoption of Maps Issued by the Federal Emergency Management Agency, Amendment to the code of the Town of Bolton to amend Article V, Special Regulations, Section 250-22, Floodplain District, Subsection A, and Amendment to the Code of the Town of Bolton to amend Article V, Special Regulations, Section 250-22. Floodplain District, Subsections B(2) and C(1)(a) (Abdalian – yes, Dinjian – yes, Czekanski – yes, Downey – yes, Cote -yes)

On a motion by Dinjian and seconded by Cote, the Advisory Committee voted to approve Article 15:  Amendment to the Code of the Town of Bolton, Article V, Special Regulations – to Add New Section 250-23.1, Medical Marijuana Treatment Centers Bylaw (Abdalian – yes, Dinjian – yes, Czekanski – yes, Downey – yes, Cote -yes)

On a motion by Dinjian and seconded by Czekanski, the Advisory Committee voted to approve Article 16:  Amendment to the Code of the Town of Bolton, Article VI, Definitions, Section 250-28, Terms Defined – to Add Definition of Medical Marijuana Treatment Center (Abdalian – yes, Dinjian – yes, Czekanski – yes, Downey – yes, Cote -yes)

On a motion by Dinjian and seconded by Cote, the Advisory Committee voted to approve Article 17:  Amendment to the Code of the Town of Bolton, Article III, Zoning District Regulations, Section 250-12, Schedule of permitted uses – to Add Medical Marijuana Treatment Centers as a Permitted Use by Special Permit (Abdalian – yes, Dinjian – yes, Czekanski – yes, Downey – yes, Cote -yes)

The Committee agreed to give their recommendation to Article 18:  Temporary Moratorium on Medical Marijuana Treatment Facilities on town meeting floor.
On a motion by Czekanski and seconded by Cote, the Advisory Committee voted to approve Article 19:  Amendment to the Code of the Town of Bolton, Article V, Dogs and Kennels – to Add New Section 205-27.3 Special Permit for Kennels (Abdalian – yes, Dinjian – yes, Czekanski – yes, Downey – yes, Cote -yes)

On a motion by Dinjian and seconded by Czekanski, the Advisory Committee voted to approve Article 20:  Amendment to the Code of the Town of Bolton, Article III, Zoning District Regulations, Section 250-12, Schedule of Permitted Uses – to Add Kennels as a Permitted Use by Special Permit (Abdalian – yes, Dinjian – yes, Czekanski – yes, Downey – yes, Cote -yes)

On a motion by Dinjian and seconded by Czekanski, the Advisory Committee voted to approve Article 21:  Acceptance of Drumlin Hill Road, Ledge Wood Circle and Field Stone Way (Abdalian – yes, Dinjian – yes, Czekanski – yes, Downey – yes, Cote -yes)

On a motion by Cote and seconded by Czekanski, the Advisory Committee voted to approve Article 22:  Pedestrian Mobility Fund (Abdalian – yes, Dinjian – no, Czekanski – yes, Downey – yes, Cote -yes)

On a motion by Dinjian and seconded by Czekanski, the Advisory Committee voted to disapprove Article 23:  Architectural Design and Engineering Work for a New Town Vault - $30,800 (Abdalian – no, Dinjian – no, Czekanski – no, Downey – no, Cote -no)

ADVISORY COMMITTEE DISCUSSION

On a motion by Czekanski and seconded by Dinjian, the Advisory Committee voted to allow the DPW to overspend the snow and ice budget by an additional $25,000.  (Abdalian – yes, Dinjian – yes, Czekanski – yes, Benjamin – yes, Cote – yes, Downey – yes)

On a motion by Czekanski and seconded by Downey, the Advisory Committee voted to approve the minutes to the following meetings:  1/7/14, 1/28/14, 2/4/14, 2/11/14, 2/25/14 and 2/27/14 (Abdalian – yes, Dinjian – yes, Czekanski – yes, Benjamin – yes, Cote – yes, Downey – yes)

  • Terry handed out her budget summary sheet for discussion.  
On a motion by Cote and seconded by Czekanski, the Advisory Committee voted to adjourn at 10:30 p.m.  (Abdalian – yes, Dinjian – yes, Czekanski – yes, Downey – yes, Cote -yes)
