The Advisory Committee met at Town Hall at 7:00 p.m.

REVIEW AND FINALIZE THE WARRANT FOR SPECIAL TOWN MEETING ON OCTOBER 16, 2013
Article 4: Amendment to the Code of the Town of Bolton, Article III, Zoning District Regulations, Section 250-13, Dimensional Regulations – The Advisory Committee discussed with Mr. Keep its concerns regarding the Article’s wording. Mr. Keep will confer with Town Counsel. The Advisory Committee‘s recommendation will be made on Town Meeting Floor on October 16, 2013.
Article 7: Retroactive Pay and Benefits – Police Contract – The Advisory Committee‘s recommendation will be made on Town Meeting Floor, October 16, 2013.
Article 9: Citizen’s Petition – Temporary Moratorium On Medical Marijuana Treatment Facilities – On a motion made by Dinjian and seconded by Benjamin, the Advisory Committee voted to approve the article. (Abdalian – yes, Dinjian – yes, Czekanski – no, Benjamin – yes, Zelenkov – yes, Cote – yes) Town Counsel has reviewed the petition’s wording. The Citizen’s Petition meets all of the criteria for the Attorney General’s Office and has been deemed legal.
TRANSFER REQUESTS
Workers’ Compensation 912: On a motion made by Dinjian and seconded by Zelenkov, the Advisory Committee voted to approve a transfer in the amount of $1,793 to Workers’ Compensation (912-5171) to cover the premium, which came in higher than budgeted. The premium is based on payroll. (Abdalian – yes, Dinjian – yes, Czekanski – yes, Benjamin – yes, Zelenkov – yes, Cote – yes)
Highway 421: On a motion made by Cote and seconded by Czekanski, the Advisory Committee voted to rescind a transfer in the amount of $900 to Highway Longevity (421-5145) that was passed at the Advisory Committee’s September 10, 2013 meeting. The original amount requested was incorrect. (Abdalian – yes, Dinjian – yes, Czekanski – yes, Benjamin – yes, Zelenkov – yes, Cote – yes)
On a motion made by Dinjian and seconded by Benjamin, the Advisory Committee voted to approve the corrected transfer in the amount of $1,150 to Highway Longevity (421-5145). (Abdalian – yes, Dinjian – yes, Czekanski – yes, Benjamin – yes, Zelenkov – yes, Cote – yes)
ADVISORY COMMITTEE BUSINESS
Minutes: The Advisory Committee approved the Minutes for the following meetings – March 19, 2013; March 26, 2013; April 21, 2013; May 21, 2013; June 18, 2013; and July 11, 2013.
Financial Data: The Advisory Committee requested that Ms. Costello prepare and forward to committee members a schedule that shows Snow and Ice transfers on a year-to-year comparison basis.
Liaison Assignments: The following committee members have agreed to serve as liaisons to the following departments:
        DPW – Czekanski
        Police – Benjamin
        Fire and EMT – Cote
        Select Board – Abdalian
        Board of Assessors – Dinjian
        Tri-Town – Abdalian
        Overlay Committee – Cote
Dinjian will contact the Board of Assessors after Special Town Meeting to schedule a joint meeting with the Advisory Committee.
The next Advisory Committee Meeting will be held on October 16, 2013 at 6:30 p.m. before Special Town Meeting.
On a motion made by Dinjian and seconded by Cote, the Advisory Committee voted to adjourn at 8:30 p.m.  (Abdalian – yes, Dinjian – yes, Czekanski – yes, Benjamin – yes, Zelenkov – yes, Cote – yes)
