The Advisory Committee met at the Town Hall at 7:00 p.m.

Present:  David Lindsay, Chairman, Board of Selectmen

275th CELEBRATION
Bolton will celebrate its 275th Anniversary this year on June 24, 2013.  To celebrate this milestone a series of activities and events have been planned.

Reverend Richard Jones, Chairman of the 275th Celebration Committee met with the Advisory Committee to request $2,300 from the FY14 town budget for the 275th Celebration.   The Advisory Committee supported this request.

TRANSFER REQUEST
Mr. Cabral, Veteran’s Agent met with the Advisory Committee to request a transfer to pay Veteran’s widow benefits in FY13.  On a motion made by Czekanski and seconded by Cote, the Advisory Committee voted to approve a transfer in the amount of $1,500 to pay Chapter 115 benefits for a Veteran’s widow.  (Dinjian – yes, Czekanski – yes, Benjamin – yes, Zelenkov – yes, Cote –yes)

Mr. Cabral held a meeting at the Senior Center to inform Veterans of their eligibility for benefits. As a result of this meeting he received two applications for benefits and will therefore be requesting a transfer in the amount of $11,000 for FY14.  The Advisory Committee supported this request and discussed the option of putting the $11,000 in the budget for FY14.  

RECOMMENDATIONS ON TOWN MEETING ARTICLES
On a motion made by Czekanski and seconded by Benjamin, the Advisory Committee voted to approve the following articles.  (Dinjian – yes, Czekanski – yes, Benjamin – yes, Zelenkov – yes, Cote –yes)

Article 10:  Central Massachusetts Mosquito Control Project

Article 11:  Amendment to the Dog Bylaw  

Article 12:  Amendment to the Code of the Town of Bolton, Article VI, Definitions, Section 250-28, Terms Defined

Article 13:  Amendment to the Code of the Town of Bolton, Article III, Zoning District Regulations, Section 250-12, Schedule of Permitted Uses

Article 14:  Amendment to the Code of the Town of Bolton, Article III, Zoning District Regulations, Section 250-10, Types of Districts and Permitted Uses

Article 15:  Amendment to the Code of the Town of Bolton, Section 250-10, Types of Districts and Permitted Uses

Article 16:  Amendment to the Code of the Town of Bolton, Section 250-12, Schedule of Permitted Uses

Article 17:  Amendment to the Code of the Town of Bolton, Article V, Special Regulations, Section 250-25, Wireless Communications

Article 18:  Amendment to the Code of the Town of Bolton, Article VI, Wireless Communications Section 250-25 (B)

Article 19: Amendment to the Code of the Town of Bolton to add Chapter 151, Historic Preservation, Article I, Barn, Stable and Carriage House Preservation Bylaw

ADVISORY COMMITTEE STATEMENT AND PRESENTATION
The Advisory Committee reviewed the Advisory Committee statement for the Annual Town Meeting Warrant.  Mr. Czekanski will incorporate the recommended revisions for review at the next meeting.

ASSESSORS
Mr. Dinjian reported that he met with the Board of Assessors this evening and agreed that they should meet with them more often including prior to the Board of Assessors setting the tax rate.
 
MEMBERSHIP
The Advisory Committee is looking for a volunteer to fill the vacancy on the Committee as a result of Naveen Rohatgi resignation.  . The deadline for expressing interest for serving on the Committee is March 22, 2013.  

SCHOOL PLAYGROUND COMMITTEE
The School Playground Committee was applauded for their efforts in aggressively raising the funds for the new playground.

On a motion made by Czekanski and seconded by Benjamin, the Advisory Committee voted to adjourn at 9:30 p.m.
