The Advisory Committee met at the Town Hall at 7:00 p.m.

PLANNING BOARD ARTICLES
Jenny Atwood Burney, Town Planner and Jonathan Keep, Planning Board Chairman met with the Advisory Committee to discuss the articles proposed on the warrant for the Annual Town Meeting on May 6, 2013.

Article 12:  Amendment to the Code of the Town of Bolton, Section 250-10 Types of Districts and Permitted Uses and Article 13:  Amendment to the code of the Town of Bolton, Section 250-12, Schedule of Permitted Uses:  These two articles are being proposed to eliminate the commercial type of use from the use table.

Article 14:  Amendment to the Code of the Town of Bolton, Section 250-12 Schedule of Permitted Uses:  This article creates a definition for a sports facility.

Article 15:  Amendment to the Code of the Town of Bolton, Article III, Zoning District Regulations, Section 250-12, Schedule of Permitted Uses:  This article will allow both outdoor and indoor use in the business district as well as creating a sports facility use.

Article 16:  Amendment to the Code of the Town of Bolton, Article III, Zoning District Regulations, Section 250-10, Types of Districts and Permitted Uses:  This article will allow business uses wholly within a building or wholly or partially outside a building by Special Permit.

Article 17:  Amendment to the Code of the Town of Bolton, Article V, Special Regulations, Section 250-25, Wireless Communication and Article 18:  Amendment to Code of the Town of Bolton, Article VI, Wireless Communications, Section 250-25(b): These two articles amend the current bylaw to bring into compliance with the recent amendments to the Telecommunications Act of 1996.

Article 19:  Amendment to the Code of the Town of Bolton to add a new section Barn, Stable and Carriage House Preservation Bylaw:   This bylaw allows the homeowners to renovate historical detached barns, stables and carriage houses into accessory apartment that they otherwise might neglect or choose to demolition.

RESOURCE POLICE OFFICERS
Mr. Lindsay reported that he attended the School Committee Meeting for the discussion related to the resource police officer at the Nashoba Regional High School.    The School Committee did not take a vote on the resource police officer and it was unclear what that meant.  Mr. Lindsay suggested Mr. Lowe contact Superintendent Wood to see if the funds were approved for this position.

RECOMMENDATIONS ON THE ANNUAL TOWN MEETING ARTICLES
The Advisory Committee voted their recommendation on each article as follows:
Article 1:  Accept Annual Reports:  On a motion made by Benjamin and seconded by Zelenkov, the Advisory Committee voted to approve this article.  (Dinjian – yes, Benjamin – yes, Zelenkov – yes, Cote – yes)

Article 2:  Unpaid Bill for Fiscal Year 2012:  On a motion made by Benjamin and seconded by Cote, the Advisory Committee voted to approve this article.  (Dinjian – yes, Benjamin – yes, Zelenkov – yes, Cote – yes)
Article 4: Reauthorization of a Revolving Fund for Web-based Municipal Software Services:  On a motion made by Benjamin and seconded by Cote, the Advisory Committee voted to approve this article.  (Dinjian – yes, Benjamin – yes, Zelenkov – yes, Cote – yes)
Article 5:  Other Post-Employment Benefits (OPEB):  On a motion made by Benjamin and seconded by Cote, the Advisory Committee voted to approve this article.  (Dinjian – yes, Benjamin – yes, Zelenkov – yes, Cote – yes)
Article 6:  Compensation for Town Clerk:  On a motion made by Benjamin and seconded by Cote, the Advisory Committee voted to approve this article.  (Dinjian – yes, Benjamin – yes, Zelenkov – yes, Cote – yes)
Article 7:  Compensation for Town Treasurer Certification:  On a motion made by Benjamin and seconded by Cote, the Advisory Committee voted to approve this article.  (Dinjian – yes, Benjamin – yes, Zelenkov – yes, Cote – yes)
Article 8:  Dissolution of Board of Commissioners of Trust Funds:  On a motion made by Benjamin and seconded by Cote, the Advisory Committee voted to approve this article.  (Dinjian – yes, Benjamin – yes, Zelenkov – yes, Cote – yes)
Article 9:  Dissolution of the Francis E. Whitcomb Benevolent Fund:  On a motion made by Benjamin and seconded by Cote, the Advisory Committee voted to approve this article.  (Dinjian – yes, Benjamin – yes, Zelenkov – yes, Cote – yes)
Article 10:  Central Massachusetts Mosquito Control Project:  On a motion made by Benjamin and seconded by Cote, the Advisory Committee voted to disapprove this article.  (Dinjian – yes, Benjamin – yes, Zelenkov – yes, Cote – yes)
Article 20:  Purchase of New One-Ton Minimum 17,000 GVW Truck for the Department of Public Works:  On a motion made by Benjamin and seconded by Cote, the Advisory Committee voted to approve this article.  (Dinjian – yes, Benjamin – yes, Zelenkov – yes, Cote – yes)
Article 21:  Houghton Building – External Repairs:  A motion made by Benjamin and seconded by Cote, the Advisory Committee voted to approve this article was withdrawn.  (Dinjian – yes, Benjamin – yes, Zelenkov – yes, Cote – yes)
Article 22:  Replacement of Sampson Road and Main Street Culvert:  On a motion made by Benjamin and seconded by Cote, the Advisory Committee voted to approve this article.  (Dinjian – yes, Benjamin – yes, Zelenkov – yes, Cote – yes)
Article 23:  Repair Sugar Road Culvert:  On a motion made by Benjamin and seconded by Cote, the Advisory Committee voted to approve this article.  (Dinjian – yes, Benjamin – yes, Zelenkov – yes, Cote – yes)
Article 24:  New Playground Equipment for Florence Sawyer School:  On a motion made by Benjamin and seconded by Cote, the Advisory Committee voted to approve this article.  (Dinjian – yes, Benjamin – yes, Zelenkov – yes, Cote – yes)
Article 25:  IMC Replacement Software – Ambulance Department and Dispatch Automation Software – Police Department:  On a motion made by Benjamin and seconded by Cote, the Advisory Committee voted to approve this article.  (Dinjian – yes, Benjamin – yes, Zelenkov – yes, Cote – yes)
Article 26:  Capital Improvements – School Repairs:  On a motion made by Benjamin and seconded by Cote, the Advisory Committee voted to approve this article.  (Dinjian – yes, Benjamin – yes, Zelenkov – yes, Cote – yes)
Article 28:  Emerson Well Improvement:  On a motion made by Benjamin and seconded by Cote, the Advisory Committee voted to approve this article.  (Dinjian – yes, Benjamin – yes, Zelenkov – yes, Cote – yes)
Article 29:  Installation of Air Conditioning System at Florence Sawyer School:  On a motion made by Benjamin and seconded by Cote, the Advisory Committee voted to recommend to the Board of Selectmen that this article be removed from the Annual Town Meeting warrant.  (Dinjian – yes, Benjamin – yes, Zelenkov – yes, Cote – yes)
