The Advisory Committee met at the Town Hall at 7:00 p.m.

Present:  David Lindsay, Chairman, Board of Selectmen

APPOINTMENT OF NEW MEMBER
On a motion made by Dinjian and seconded by Czekanski, the Advisory Committee voted to appoint Terry Abdalian to the Advisory Committee, term expiration June 30, 2013.  Ms. Abdalian is filling the term vacated by Mr. Rohatgi.  (Dinjian – yes, Czekanski –yes, Benjamin – yes, Zelenkov – yes, Cote – yes)

Mr. Dinjian stated that his term expires on June 30, 2013 and would like to be considered for re-appointment.

SNOW AND ICE BUDGET – OVERSPEND
On a motion made by Czekanski and seconded by Benjamin, the Advisory Committee voted to authorize Mr. Brown to overspend the snow and ice budget in the amount of $52,331.   (Dinjian – yes, Czekanski –yes, Benjamin – yes, Zelenkov – yes, Cote – yes, Abdalian - yes)

TOWN MEETING PREPARATION
The Advisory Committee discussed information to be included in the presentation for the Annual Town Meeting on May 6, 2013.   The Committee members will work on their assignments related to the presentation for review at their meeting on Tuesday, April 9, 2013.

STEP INCREASES/COST OF LIVING ADJUSTMENTS
The Advisory Committee discussed the present practice of employees receiving step increases and cost of living adjustments on an annual basis and the precedent that all non-union employees receive the same cost-of-living adjustment negotiated in the union contracts.  

On a motion made by Czekanski and seconded by Benjamin, the Advisory Committee voted to send a letter to the Board of Selectmen recommending that during contract negotiations starting July 1, 2013 either step increases or cost-of-living adjustments be negotiated as part of the contract but not both.  (Dinjian – yes, Czekanski – yes, Benjamin – yes, Zelenkov – yes, Cote – yes, Abdalian – abstained)

DEEPEST SYMPATHY
The Advisory Committee expressed their deepest sympathy to the family of Dr. Richard Bartlett who passed away.  Dr.  Bartlett was a long time resident of Bolton and was a very active volunteer as team doctor for the high school and more recently known for bringing live music to the seniors.  Dr. Bartlett will be missed by family and friends.

ADVISORY COMMITTEE MEETINGS
The Advisory Committee will meet on April 16, 23 and 30th, 2013.

On a motion made by Czekanski and seconded by Benjamin, the Advisory Committee voted to adjourn at 8:30 p.m.  (Dinjian – yes, Czekanski – yes, Benjamin – yes, Zelenkov – yes, Cote – yes, Abdalian – yes)
