The Advisory Committee met at the Town Hall at 7:50 p.m.

Present:  David Lindsay, Board of Selectmen

Mr. Dinjian reported that he has communicated with Ms. Abdalian who is still recovering from surgery related to a fall that she had.  Ms. Abdalian informed Mr. Dinjian that if the Advisory Committee felt it was necessary, she would offer her resignation from the Advisory Committee.  The Committee deferred any further discussion on Ms. Abdalian’s resignation until Mr. Dinjian has had the opportunity to speak with Ms. Abdalian to see how she is progressing with her recovery.

MEETING SCHEDULE
The Advisory Committee scheduled the following meetings to discuss the FY12 budget and conduct budget reviews with each department.  The Advisory Committee’s goal is to have reviewed all of the budgets by March 8, 2011 and to revisit any budgets they feel are necessary at their meetings of March 15 & 22, 2011.

FY12 BUDGET
The Advisory Committee had a discussion on the preliminary FY12 budget situation.  A review of the first summary budget worksheets prepared by Ms. Costello, Town Accountant showed a deficit of $267K.

There are concerns with the increase in the snow and removal line item; the increase in the operations line items for the two new buildings and the fact that there are some expenditures that may not have been included in the budget as of now.

Mr. Wood has indicated that he can’t guarantee a level funded budget and it would be more like an increase in the range of 3-5%.   

To reduce the deficit, options include adjusting the free cash; withdrawing from the stabilization fund, cutting the controllable budget expenses or a proposition 2-1/2 override.  

FYFESHIRE DAM
Mr. Dinjian reported that he attended a public meeting regarding the Fyfeshire Dam.  The removal cost is approximately $350,000 and the replacement cost is approximately $500,000.   The Conservation Commission voted to recommend to the Board of Selectmen and Advisory Committee that the dam be removed.    The Advisory Committee needs to consider the benefits of the options of removing or repairing the dam.   Mr. Lindsay stated that there is a good possibility that there will be a citizen’s petition proposing that the Fyfeshire Dam be repaired versus removed.  

Mr. Zelenkov disclosed that he is a member of the Bolton Conservation Trust.  He stated that the Conservation Trust has not taken a position on the Fyfeshire Dam at this time.

On a motion made by Benjamin and seconded by Zelenkov, the Advisory Committee voted to approve the disposition of the following items.  (Dinjian – yes, Benjamin – yes, Rohatgi – yes, Zelenkov – yes)
