Advisory Committee Minutes 3-9-10

The Advisory Committee met at the Town Hall at 7:30 p.m.  

WIRING/PLUMBING & GAS INSPECTORS
Mr. Boodry, Wiring Inspector, and Mr. Delorey, Plumbing and Gas Inspector, met with the Advisory Committee to discuss their budgets for FY11.

The Plumbing and Gas Inspector’s budget was level funded at $15,605.00 and the Wiring Inspector’s budget was level funded at $18,091.00.  Advisory Committee members repeated last year’s stated intention not to change these inspectors compensation until the point is reached that a percent of fees system would generate sufficient income for these inspectors.
 
Both inspectors agreed that new construction is picking up along with the everyday small home projects such as bathrooms, kitchens, etc.  They have spent several hours on site at the Public Safety Center facility and Library during construction.

TOWN ACCOUNTANT SPECIAL REPORTS
The Committee reviewed the special reports that were generated by the Town Accountant.  The outstanding real estate receivables did not show an adverse trend, as some members feared they would.   The Committee members will further review the special reports individually and forward any questions they have to Ms. Costello.

BOARD OF ASSESSORS
Present:  Board of Assessors Jeff Nichols, Susan Mason, Charlotte Johnson; Assistant Assessor Cynthia Bradbury

The Board of Assessors did not have any new information related to new growth.
 
The Board of Assessors met with the Advisory Committee to discuss their budget for FY11.  

The wages line item showed an increased from $47,696 to $48,632, which included a step increase and longevity payment for the Assistant Assessor.  The expense line items were level funded for a total budget of $81,126.

COST OF LIVING ADJUSTMENT
Mr. Lindsay provided the Committee with a spreadsheet outlining employee compensation and benefits that showed a 3% increase in compensation costs per employee in FY11 based on health insurance and retirement assessment increases alone.  The Advisory Committee members discussed their opinions related to approval of a cost of living adjustment for non-union employees and deferred their vote to the next Advisory Committee meeting.  

PRELIMINARY BUDGET REVIEW
Mr. Lindsay presented an overview of where the town's FY11 budget was at the present time.  

There is $53,170 of unallocated Free Cash above the $500,000 minimum target.

ARTICLE FOR SOCIAL WORKER
Ms. Abdalian stated that the Friends of the Seniors did not have the support of the Council on Aging in regards to the proposed article for a social worker and therefore the article was being pulled from the ATM warrant.  The Friends of the Seniors will work on fundraising for this position and intend to resubmit the article for the annual town meeting in 2011.
