Advisory Committee Minutes 5-25-10

The Advisory Committee met at the Town Hall at 7:30 p.m.  

REORGANIZATION OF ADVISORY COMMITTEE
Mr. Shnitzler reported that his term on the Advisory Committee expires on June 30, 2010 and he has chosen not seek re-appointment.
 
On a motion made by Czekanski and seconded by Dinjian, the Advisory Committee nominated and appointed Mr. Shnitzler, Chairman of the Advisory Committee until June 30, 2010.   

(Czekanski – yes, Dinjian – yes, Abdalian – yes, Shnitzler – yes)  

Appointment of the Chairman after June 30, 2010 will be deferred to the next Advisory Committee when the full Committee is present.  

Mr. Dinjian stated that he would like to see the chairmanship rotated on an annual basis.

NEW MEMBER
Ms. Day will place a notice in the Bolton Common seeking a volunteer to serve on the Advisory Committee to fill the term vacated by Mr. Lindsay who was elected to the Board of Selectmen.  Mr. Czekanski will review the notice and provide any suggested revisions prior to publication.

TRANSFER REQUESTS
Parks/Recreation:  Mr. Wildman, member of the Parks/Recreation Commission requested a transfer in the amount of $250 to purchase critical safety equipment for the town beach.  The total cost for all the equipment needed is $1,400 but of that there is a need for $450 to purchase the most critical safety equipment (backboard) before the town beach opens on June 19, 2010. The remaining equipment will be purchased with the FY11 budget.  On a motion made by Dinjian and seconded by Czekanski, the Advisory Committee voted to approve the transfer.  (Shnitzler – yes, Dinjian – yes, Czekanski – yes, Abdalian – yes)

Planning Board:  On a motion made by Czekanski and seconded by Abdalian, the Advisory Committee voted to approve a transfer request in the amount of $360 to cover the services of an engineer to review the Meadowview Acres plans.   The Planning Board’s budget was cut and it was anticipated that the professional services may not be covered.  (Shnitzler – yes, Dinjian – yes, Czekanski – yes, Abdalian – yes)

Conservation Commission:  Kevin Lord, Member of the Conservation Commission and Carol Gumbart, Conservation Commission Administrator met with the Advisory Committee to request a transfer from the reserve fund in the amount of $11,900 for further study of the Fyfeshire Conservation Area.  
On a motion made by Dinjian and seconded by Czekanski, the Advisory Committee voted to approve the transfer.  (Shnitzler – yes, Dinjian – yes, Czekanski – yes, Abdalian – yes)

END OF YEAR BUDGET TRANSFER – PER MGL, CHAPTER 44, SECTION 33B
Pursuant to Massachusetts General Laws, Chapter 44, Section 33B, the Board of Selectmen with the approval of the Advisory Committee can approve the transfer of funds from one department to another.  Mr. Wildman requested that the amount of $700 be transferred from Recreation budget (630) to the Parks budget (650) contingent on approval from the Board of Selectmen.
On a motion made by Dinjian and seconded by Czekanski, the Advisory Committee voted to approve the transfer.  (Shnitzler – yes, Dinjian – yes, Czekanski – yes, Abdalian – yes)

DEPARTMENT OF PUBLIC WORKS
Mr. Dinjian, liaison to the DPW, agreed to follow up with Mr. Brown regarding the budget for the basketball court maintenance that is located at Memorial Field.  Ms. Gumbart also asked that Mr. Dinjian talk with Mr. Brown about maintaining the stormwater.  

BUDGET FORMS
During the FY11 budget process, the Advisory Committee received comments from departments saying that the new budget forms used for the FY11 process were not user friendly.  The Advisory Committee would like to discuss the format of the budget forms/spreadsheets prior the next budget process.

MINUTES
The Advisory Committee requested that Ms. Day draft a procedure for~reviewing the~draft Advisory Committee~minutes~via email versus at a committee meeting.  Ms. Day will draft the procedure for review by the Committee and forward the March 30, 2010 set of minutes as a test run.  

On a motion made by Abdalian and seconded by Dinjian, the Advisory Committee adjourned at 8:40 p.m.
