The Advisory Committee met at the Town Hall at 7:30 p.m.

TRANSFER REQUESTS
End of Year Budget Transfer per MGL, Chapter 44, Section 33B:  
On a motion made by Shnitzler and seconded by Czekanski, the Advisory Committee approved the request of Chief Alfano for the transfer in the amount of $6,000 from Communications wages (0100-299-5134-000) to Police Overtime (0100-210-5140-00).  The Board of Selectmen approved this same request at their meeting on Monday, June 22, 2009.  (Lindsay – yes, Shnitzler – yes, Benjamin – yes, Czekanski –yes)~

FY09 Transfer Requests:  
Tax Collector:  On a motion made by Shnitzler and seconded by Benjamin, the Advisory Committee voted to approve the transfer request in the amount of $339.75 to the Tax Collector’s account #146, line item salary 5101 to pay Ms. Child 2-1/2 days of vacation pay.  (Lindsay – yes, Shnitzler – yes, Benjamin – yes, Czekanski –yes)~

Treasurer:  The Committee reviewed a transfer request in the amount of $560 to cover a portion of the First Southwest Co. bill for services provided for 2009 BAN cost of $1,105.00.~ The Committee requested more information from Ms. Madden, Treasurer, prior to approving this transfer request.

Insurance:  On a motion made by Benjamin and seconded by Czekanski, the Advisory Committee voted to approve the transfer request in the amount of $1,642.00 to the Worker’s Compensation account #912 for the MEGA workers compensation audit.  (Lindsay – yes, Shnitzler – yes, Benjamin – yes, Czekanski –yes)~

FY10 Transfer Request:  ~
The Advisory Committee reviewed the transfer request from Ms. Madden, Treasurer, for the amount of $1,770.00 for 13 days in July and August that Peg Child will be covering the Collector's office.~ Because this is a FY10 transfer request, the Advisory Committee chose to defer this transfer request to their meeting of July 7, 2009.  
On a motion made by Czekanski and seconded by Shnitzler, the Advisory Committee voted to support the Selectmen’s efforts to have a temporary worker in the Tax Collector’s office for the months of July and August and expressed its intent to transfer the funds as requested by Ms. Madden for this purpose at their July 7th, 2009 Advisory Committee meeting.   (Lindsay – yes, Shnitzler – yes, Czekanski – yes, Benjamin – yes)

ADVISORY COMMITTEE MEMBERSHIP
Mr. Lindsay reported that Mr. Delaney has informed Mr. Anker, Moderator that he does not want to be reappointed to the Advisory Committee.  The Appointing Committee will meet on Thursday, June 25th, 2009 to appoint Ms. Benjamin.  Mr. Lindsay will contact Mr. Delaney.  

NASHOBA REGIONAL SCHOOL DISTRICT BUDGET
The main causes of the $1.25 million deficit in the Nashoba Regional School District budget are an increase in health insurance; SPED education; decline in state reimbursement and regional transportation.  

Most people found out about this by students telling parents of teachers being laid off, followed by information posted to the website.

At the Tri-Town meeting the evening before this information was released, the Nashoba Regional School District administration stated that they were considering options.
A public meeting was held on July 11, 2009 and three plans were presented.
 
In the end, no one was laid off, but there are assumptions that in addition to the Excess and Deficiency fund, the reserve account created by the State Legislature can be used to balance the budget, if approved by the legislature.  The current balance in this reserve account is between $300,000 and $400,000 and the release of $135,000 from this reserve account would balance the budget.

On a motion made by Shnitzler and seconded by Benjamin, the Advisory Committee voted to adjourn at 8:35 p.m.
