Advisory Committee Minutes July 10, 2006

The Advisory Committee met at the Town Hall at 7:30 p.m.  Minutes of May 18, June 1, and June 13, 2006 were read and approved.

TRANSFER REQUESTS
The Advisory Committee voted to approve the following transfer requests:

#23     A transfer in the amount of $167.32 was approved for Planning Board Wages (175-5114);  
#24     A transfer in the amount of $550 was approved for Ambulance (231-5200);
#25     A transfer in the amount of $327.95 was approved for two reimbursements for lost or damaged library material (610-5580).

DISPOSITION OF VEHICLES
The Advisory Committee reviewed the request of DPW Director Harold Brown for approval to sell the 1996 one-ton dump truck and the 1974 International dump truck.    Town Secretary Linda Day reported that she was informed that these vehicles have already been replaced.  Both of these trucks were left on line for this past winter in case they were needed as spares.  The trucks will be advertised in the Central Register and sealed bids will be requested.

On a motion made by Shnitzler and seconded by Lindsay, the Advisory Committee voted to approve the disposition of two DPW trucks with funds being submitted to the general fund. (Powell – yes, Lindsay – yes, Shnitzler – yes, Wysocki – yes)

NEW MEMBER SEARCH
The Advisory Committee will place the following notice in the Bolton Common for Friday, July 14 & 21, 2006 for seeking a volunteer to fill the vacancy on its 6 member team.~ The Committee also requested that Town Secretary Linda Day contact Mike Benjamin and Andrew Burnett to inform them of the Committee’s decision to reopen the advertising process as in past practices and invite them to the Advisory Committee’s meeting of August 8 for an interview for this vacancy.  

Seeking Advisory Committee Member:  The Town of Bolton Advisory Committee is looking for a volunteer to fill a vacancy on its 6 member team.~ The Committee's primary responsibility is to make recommendations to Town Meeting on all warrant articles.~ It devotes a substantial amount of time and effort to reviewing the Town's annual budget and proposed capital spending activities.~ If you are interested in joining the Committee, please contact Linda Day, Town Secretary at 978-779-2297 or secretary@townofbolton.com by Monday, July 31, 2006. ~ Also, please provide a brief written or electronic summary of your reasons for wanting to be a member of the Committee and of personal qualifications that you believe would make you especially effective in this role.

CAPITAL PLANNING
The Committee had a discussion regarding the possible formation of a new capital planning committee by the Selectmen.~ The consensus was that if the Selectmen decided to form such a committee, the Advisory Committee would be supportive of the Selectmen's effort in this regard.

AGRICULTURAL PRESERVATION BYLAW  
The Committee members discussed the proposed agricultural preservation bylaw and agreed that they would individually contact Joe Kovacs with any questions they have regarding the bylaw.  

REOGANIZATION OF COMMITTEE
On a motion made by Lindsay and seconded by Shnitzler, Mr. Powell was nominated as Chairman of the Advisory Committee.
