The Advisory Committee met at the Town Hall at 7:30 p.m.

TOWN ADMINISTRATOR REPORT
Ms. Ross informed the Advisory Committee that she met with Chief Hyde and Administrative Assistant Lorraine Kenney to discuss her budgets and the request of Advisory Committee to cut the Police budget by $26,300.

Last’s year budget was for $684,463.  The contract was for FY04, FY05, FY06 and was finally settled last September.  Out of the $455,119 (FY04) she was able to encumber $35,000 only because she was not fully staffed so when the contract was settled this September she used the encumbered monies.  Same thing happened in FY05.  In Chief’s opinion $35,000 should have been added to $481, 805.  Chief Hyde was asked to reduce the Communications budget by $4,751, and was able to reduce by $3,580 by reducing tower and dare program.  

Articles to be closed out or transferred were discussed.  

Ms. Ross reviewed the FY05 budget and noted areas where funds could be returned to be used for the FY06 budget which totaled approximately $42,000.

The FY06 budget was reviewed:  
Dog Fund: Mass. General Laws allow dog fund use for Schools and Library.  There is approximately $40,000 in the dog fund.  The Advisory Committee committed to taking $35,000.
Recreation Fund:  The balance of the fund is approximately $10,000.
COLA was given to Tree Warden, Wiring Inspector, Plumbing/Gas Inspector, Building Inspector

ARTICLES
Article 1:  On a motion made by Rogers and seconded by Gerken the Advisory Committee voted to approve the unpaid bill for fiscal year 2004.  (Slade – yes, Bosselait – yes, Rogers – yes, Lindsay – yes, Gerken – yes)

Article 2:   On a motion made by Rogers and seconded by Gerken the Advisory Committee voted to accept the Annual Reports.  (Slade – yes, Bosselait – yes, Rogers – yes, Lindsay – yes, Gerken – yes)

Article 3:      Discussion deferred to next meeting

Article 4:   On a motion made by Gerken and seconded by Lindsay the Advisory Committee voted to approve the vehicle exhaust emissions system at the Fire Station.  (Slade – yes, Bosselait – yes, Rogers – yes, Lindsay – yes, Gerken – yes)

Article 5:  On a motion made by Lindsay and seconded by Slade the Advisory Committee voted to approve the participation in the Town’s health care plan for firefighters. (Slade – yes, Bosselait – yes, Rogers – yes, Lindsay – yes, Gerken – yes)

Article 6:  On a motion made by Lindsay and seconded by Gerken the Advisory Committee voted to approve the contribution toward funeral expenses for firefighters.  (Slade – yes, Bosselait – yes, Rogers – yes, Lindsay – yes, Gerken – yes)

Article 7:  On a motion made by Gerken and seconded by Lindsay the Advisory Committee voted to approve the acceptance of Massachusetts General Law regarding small personal property accounts.  (Slade – yes, Bosselait – yes, Rogers – yes, Lindsay – yes, Gerken – yes)

Article 8:  On a motion made by Bosselait and seconded by Rogers the Advisory Committee voted to disapprove the Drainage Study article.  (Slade – yes, Bosselait – yes, Rogers – yes, Lindsay – yes, Gerken – abstained)

Article 9:  On a motion made by Slade and seconded by Rogers the Advisory Committee voted to approve the purchase of a new highway truck with the understanding the article will be changed to $75,000 and subject to debt exclusion override.   (Slade – yes, Bosselait – yes, Rogers – yes, Lindsay – yes, Gerken – yes)

Article 10:  On a motion made by Gerken and seconded by Lindsay the Advisory Committee voted to approve the amendment to the Zoning Bylaws Section 2.5.5.2 (a). (Slade – yes, Bosselait – yes, Rogers – yes, Lindsay – yes, Gerken – yes)

Article 11:     On a motion made by Lindsay and seconded by Rogers the Advisory Committee voted to disapprove the amendment to Administrative Bylaws, Section 1.1 General Provisions (Slade – yes, Bosselait – yes, Rogers – yes, Lindsay – yes, Gerken – yes)

Article 12:     On a motion made by Lindsay and seconded by Gerken the Advisory Committee voted to approve the senior housing lease agreement.  (Slade – yes, Bosselait – yes, Rogers – yes, Lindsay – yes, Gerken – yes)

Article 13:  A motion was made by Lindsay and not seconded to approve the sidewalk article if there was not an override, or disapprove if an override was needed.   A motion was made Rogers and not seconded to disapprove the sidewalk article.  The Committee deferred this article and asked Ms. Ross to find out how much of an easement we have.

Article 14:   On a motion made by Gerken and seconded by Lindsay the Advisory Committee voted to approve the amendment to Administrative Bylaws, Section 1.3 Advisory Committee.  (Slade – yes, Bosselait – yes, Rogers – yes, Lindsay – yes, Gerken – yes)

Article 15:  A motion was made Rogers and not seconded to approve the communications console article.
On a motion made by Gerken and seconded by Lindsay the Advisory Committee voted to disapprove the communications console. (Slade – yes, Bosselait – yes, Rogers – no, Lindsay – yes, Gerken – yes)

Article 16:  Department of Public Works 1-Ton Truck - Deferred to next meeting – consider using FY05 funds for this purchase.

Article 17:  On a motion by Bosselait and seconded Lindsay by the Advisory Committee voted to disapprove the construction of bollards at Pan Cemetery.

Article 18:  On a motion made by Gerken and seconded by Lindsay the Advisory Committee voted to approve the establishment of a municipal affordable housing trust fund.  (Slade – yes, Bosselait – yes, Rogers – yes, Lindsay – yes, Gerken – yes)

Article 19:  Funding for municipal affordable housing trust fund – deferred to next meeting

Article 20:  On a motion made by Rogers and seconded by Gerken the Advisory Committee voted to approve the Moen Property article.  (Slade – yes, Bosselait – yes, Rogers – yes, Lindsay – yes, Gerken – yes)

Article 21:  On a motion made by Gerken and seconded by Lindsay the Advisory Committee voted to approve the Technology Consortium article.  (Slade – yes, Bosselait – yes, Rogers – yes, Lindsay – yes, Gerken – yes)

Article 22:  On a motion made by Lindsay and seconded by Bosselait the Advisory Committee voted to make their recommendation on the town meeting floor regarding the Nashoba Regional School District Agreement Amendment – Capital Costs Definition.  (Slade – yes, Bosselait – yes, Rogers – yes, Lindsay – yes, Gerken – yes)

Article 23:   Funds to Evaluate the Purchase of Future Electronics – deferred to next meeting.

Article 24:  Establishment of a Revolving Fund for the Ambulance – deferred to next meeting.

SNOW AND SAND
On a motion made by Lindsay and seconded by Gerken the Advisory Committee approved $75,000 for snow and sand.
