Affordable Housing Minutes October 5, 2006
Call to Order:          Thursday October 5th, 2006 - 8:00 PM

Present:        Doug Storey, Jim Bilancieri, Ed Plante, Mark Duggan

1.0 PARTNERSHIP BUSINESS:
        
1.1 2007 BHA Goals;     Noting that the Selectboard had recently made a request for goals, BAHP chair Doug Storey suggested that the present members brainstorm same. The results of which he would forward to the Selectboard. This discussion took up most of the meeting. The following priorities were selected;
a.      Continue to research, strategize and plan to maintain our certification of compliance with planned production of Affordable Housing as certified by DHCD beyond 2007
b.      Work with the Housing Authority to resolve the deed rider issues that will continue at Bolton Woods Way if changes are not made
c.      Improve communication, outreach and education within the Bolton Community regarding the BAHP, affordable housing issues and current and proposed projects within our town.

To that end the board made a list of every possible idea that may be viable including specific pieces of land.  They are listed below in an order that the board felt was ranked for potential of actually happening.  Some of these are just thoughts at this time and have not been discussed with property owners or other groups.

     1.        Existing Projects Before Town:
1.      Riverside - before ZBA, possible 2 units,
2.      Riverside - buy additional units?
3.      Century Mill - before planning board, possible 3 units,
4.      Century Mill - buy additional units,
5.      Century Mill - get piece of land for AH project?
6.      Pondside - in construction, 15 units already counted - buy additional units?
7.      Bolton Manor - permitting with state for water supply, 11 units already counted - buy additional units?
8.      Northwoods - permitted traditional development - buy AH units?
9.      Sunset Ridge - approved and counted - buy additional units?
2.      Proposed Developments:
1.      Kane Property - looking at development possibilities - possibly rezone as 40R district?
2.      Taggart - Forbush Mill
3.      Existing Housing stock
1.      David Drugge property Sugar Rd. - talked to board about 6 AH unit
2.      Accessory Apartment bylaw - get permitted deed restricted units from housing stock
4.      Existing town land for potential project
1.      Cell Tower land?
2.      Other town land?
5.      Existing private land for potential project:
1.      Future Electronics
2.      International land?
3.      Toth - Sugar Rd.?
6.      Joint Projects with Conservation group to preserve pieces of land and offset some cost with some housing development:
1.      Big Farms:
1.      Bolton Orchards?
2.      Ela/Caisse?
3.      Stevenson
4.      Lord
7.      Town Buys land for project
1.      Smith
2.      Taggart
8.      Capitalize on Tax Taking land?  

1.2 Meeting with Selectboard    The BAHP committed to talking with the Selectboard regarding its concern for the town loosing it’s AH certification, and possible strategies that the BAHP may undertake with the town’s support to maintain certification. Refer to item 1.1.1 through 1.1.8 above.    

1.3 Tour of Future Elec.        Mark Duggan volunteered to contact and arrange for the BAHP to walk through the Future Electronics facility, so that it could analyze the sites potential housing and multi-use applications.   

1.4 Board Secretary     The board voted unanimously to make Mark Duggan Secretary of the BAHP.
        
2.0 PROJECT REVIEW:
        
2.1 Projects on the horizon     There were no particular projects discussed in depth. Members present briefly touched on the following projects which may be on the horizon;
Hudson Road – (3) AH units
Century Mill – (3) AH units
Riverside – (2) AH units        

2.2 Large Tract Land Owners     Members talked about the possibility of approaching significant land owners in town to proactively bring discussion about creative AH projects that they may be interested in advancing or therein participating.
        
3.0 INITIATIVES:
        
3.1 BWW Deeds
        The BAHP briefly discussed this issue noting that they were waiting for Kevin O’Brien’s action items to be completed before taking any actions on its own.
