School Board Minutes 02/18/2016

                        A meeting of the Berlin Board of Education was held in the Berlin High School library at 6:00 p.m. Present for the meeting were Nicole Plourde, Denise Valerino, Scott Losier, Louise Valliere, Corinne Cascadden, Bryan Lamirande, Amy Huter, Dan Record, Kevin Carpenter, Tim Forestall, Julie King, Martha Miller, Roland & Cheryl Pinette, Autie Hamilton, and a member of the press.

MINUTES         On a motion by Louise Valliere, seconded by Denise Valerino, the Board voted to approve the minutes of the February 4, 2015 meeting, public session and nonpublic sessions. The motion passed unanimously.

WARRANTS                On a motion by Louise Valliere, seconded by Denise Valerino, the Board voted to approve the warrants dated, February 15, and February 22, 2016 for the amounts of $13,098.55 and $154,766.28. On a roll call vote, all members voted in the affirmative.

FINANCIAL REPORT        None
                
COMMENTS                None

SUPER’S REPORT        The Superintendent informed the Board on the following issues:
  • Drop Out Rate
  • The Main Street construction project and how it will affect the summer programs, the installation of a flashing yellow traffic light on Main St/Route 16 in front of Brown School and paving the parking lot across the street from the school
  • Budget Presentation to City Council on March 9, 2016
  • Revised District Vision and Mission Statement
COMMENTS                None

MEMBER BUSINESS Louise Valliere asked about having students attend Board meetings as representatives. Kevin Carpenter recommended having student elections in the spring to have one representative from the Junior and Senior Class in the fall.

                        Denise Valerino would like to see a 3 & 4 grade traveling basketball team. Julie King recommended it be discussed with Dana DeBlois. She stated they are a couple of years into the program and this would be a good time to review it.

                        Nicole Plourde read that the 7 & 8 graders from Gorham were taking welding classes at the White Mountains Community College. She inquired if Berlin students would be able to do so. Roland Pinette explained that he was not sure what the program was but would look into it.
        
NON-PUBLIC              On a motion by Louise Valliere, seconded by Denise Valerino, the Board voted to go into nonpublic session at 6:19 p.m. in accordance with RSA 91-A3II, (a), (b) & (c). On a roll call vote, all members voted in the affirmative.

                        On a motion by Scott Losier, seconded by Denise Valerino, the Board voted to come out of nonpublic session at 7:02 p.m. The motion passed unanimously. No additional votes were taken in nonpublic session

STAFFING                On a motion by Louise Valliere, seconded by Denise Valerino, the Board voted to approve the following staffing changes:

ADJOURN         On a motion by Louise Valliere, seconded by Denise Valerino, the Board voted to adjourn it’s meeting at 7:05 p.m. The motion passed unanimously.

BERLIN BOARD of EDUCATION
NONPUBLIC SESSIONS
February 18, 2016

On a motion by Louise Valliere, seconded by Denise Valerino, the Board voted to go into nonpublic session at 6:19 pm in accordance with RSA 91-A3II (a), (b), and (c). On a roll call vote, all members voted in the affirmative.

The Superintendent informed the Board that the Milan School Board will not meet until early April to respond to Berlin’s letter to seek clarification from the NH Department of Education on Best Interest re-assignments under our AREA. The Board members will also seek guidance on an Memorandum of Understanding.

On a motion by Scott Losier, seconded by Denise Valerino, the Board voted to go into nonpublic session at 7:02 pm in accordance with RSA 91-A3II (a), (b), and (c). On a roll call vote, all members voted in the affirmative.
