PUBLIC HEARING The School Board opened the public hearing at 6:00 p.m. The School Board reviewed the proposed budget request. The Chair pointed out a steady decrease in enrollment along with the increased need for social services and behavioral support. There were no comments from the public.
A meeting of the Berlin Board of Education was held in the Berlin High School library immediately following the Public Hearing. Present for the meeting were Nicole Plourde, Lynn Moore, Denise Valerino, Louise Valliere, Corinne Cascadden, Bryan Lamirande, Amy Huter, Kevin Carpenter, Tim Forestall, Julie King, Martha Miller, Bob Thompson, Susanne Styles, and Lucille Lambert,
MINUTES On a motion by Lynn Moore, seconded by Louise Valliere, the Board voted to approve the minutes of the January 21, 2016 meeting, public session and nonpublic sessions. The motion passed unanimously.
WARRANTS On a motion by Louise Valliere, seconded by Lynn Moore, the Board voted to approve the warrant dated, February 8, 2016 for the amount of $320,883.76. On a roll call vote, all members voted in the affirmative.
COMMENTS None
POLICIES On a motion by Louise Valliere, seconded by Denise Valerino, the Board voted to approve the first reading of policies EFB- USDA Nondiscrimination Statement, and EFB-R- USDA Program Discrimination Complaint Form and to waive a second reading. The motion passed unanimously.
On a motion by Lynn Moore, seconded by Louise Valliere, the Board voted to take Policy JICH off the table. The motion passed unanimously.
On a motion by Louise Valliere, seconded by Lynn Moore, the Board voted to approve the revision of Policy JICH as presented. The motion passed unanimously.
On a motion by Louise Valliere, seconded by Denise Valerino, the Board voted to approve the revision of Policy JLCF as presented. The motion passed unanimously.
SUPER’S REPORT The Superintendent informed the Board of the following issues:
- School Board Scholarship guidelines
- School Board Meeting Schedule
- Draft Guidelines for Opioid Antagonists
- The 74 Million Documentary
FY17 BUDGET The Board discussed the proposed FY 17 budget. On a motion by Lynn Moore, seconded by Louise Valliere the Board voted to present the Board’s budget request of $18,197,545 an increase of 3.49% over the current appropriation, to the city council without amendments. On a roll call vote, all members voted in the affirmative.

NON-PUBLIC The Board consensus was that a nonpublic session was not required at this meeting.
STAFFING On a motion by Denise Valerino, seconded by Lynn Moore, the Board voted to approve the following staffing changes:
