School Board Minutes 11/19/2015

                        A meeting of the Berlin Board of Education was held in the Berlin High School library at 6:00 p.m. Present for the meeting were Nicole Plourde, Donald Labrecque, Denise Valerino, Lynn Moore, Corinne Cascadden, Amy Huter, Dan Record, Martha Miller, Kevin Carpenter, Tim Forestall, Roland & Cheryl Pinette, Autie Hamilton, Debora Payeur, Scott Losier and a member of the press.

MINUTES         On a motion by Denise Valerino, seconded by Donald Labrecque, the Board voted to approve the minutes of the November 5, 2015 meeting, public session. The motion passed unanimously.

WARRANTS                On a motion by Lynn Moore, seconded by Donald Labrecque, the Board voted to approve the warrants dated, November 16, 2015 and November 23, 2015 for the amounts of $12,900.13 and $204,494.41. On a roll call vote, all members voted in the affirmative.

FINANCIAL REPORT        The approved financial report was enclosed in the School Board packet.
                        
COMMENTS                None

POLICIES EFA, EFAA      On a motion by Lynn Moore, seconded by Donald Labrecque, the Board voted to approve the second reading of Policies, EFA – Availability and Distribution of Healthy Foods, and EFAA – School Meal Charging and Payment. The motion passed unanimously.

SUPER’S REPORT        The Superintendent gave the Board a presentation on the new Professional Development Master Plan for the District and how it is tied in with teacher evaluations.

                        The Superintendent reviewed the test results of the Statewide Smarter Balanced Assessment.

COMMENTS                A member of the press requested clarification on the statement made at the Community Heroin Forum regarding the statement that Berlin High School’s heroin use is 93% higher than other high schools in the state. The Superintendent explained the results were taken from a 2013 Youth Risk Behavior Survey which is administered state wide and is considered self-reporting. The statewide average was 3.3% of high school students reporting use of heroin. Berlin High School‘s rate was 5.8%.

MEMBER BUSINESS Nicole Plourde thanked the Superintendent for all her efforts on the Professional Development Master Plan.

                        The Superintendent invited the Board to attend a meeting with the School Administrators and Nurses regarding the use of Narcan as a first aid tool. It will be held on Friday, November 20, 2015 at 2:45 in the high school library.

NON-PUBLIC              On a motion by Donald Labrecque, seconded by Lynn Moore, the Board voted to go into nonpublic session at 6:38 p.m. in accordance with RSA 91-A3II, (a), (b) & (c). On a roll call vote, all members voted in the affirmative.

                        On a motion by Lynn Moore, seconded by Donald Labrecque, the Board voted to come out of nonpublic session at 7:33 p.m. The motion passed unanimously. No additional votes were taken in nonpublic session

                                                                                
STAFFING                On a motion by Donald Labrecque, seconded by Lynn Moore, the Board voted to approve the following staffing changes:

                        The motion passed unanimously.

                        All nominations are contingent on the applicant passing a background check.
                        
ADJOURN         On a motion by Lynn Moore, seconded by Donald Labrecque, the Board voted to adjourn it’s meeting at 7:35 p.m. The motion passed unanimously.

MINUTES
BERLIN BOARD of EDUCATION
NONPUBLIC SESSION
November 19, 2015


On a motion by Lynn Moore, seconded by Donald Labrecque, the Board voted to go into nonpublic session at 6:38 pm in accordance with RSA 91-A3II (a), (b), and (c). On a roll call vote, all members voted in the affirmative. Tim Forestall and Kevin Carpenter joined the Board for this session.


The BHS Administrators discussed disciplinary issues from a recent Senior Class trip to New York City. The investigation of the incidents is still in progress. Once completed, action steps will be taken. The Principals recommend eliminating the New York City trip in the future.

On a motion by Lynn Moore, seconded by Donald Labrecque, the Board voted to come out of nonpublic session at 7:33 p.m.~  The motion passed unanimously.~
