PUBLIC HEARING The School Board opened the public hearing at 6:00 p.m. The School Board Chair presented the proposed FY 16 School Budget Request.
A meeting of the Berlin Board of Education was held in the Berlin High School library immediately following the public hearing. Present for the meeting were Nicole Plourde, Lynn Moore, Louise Valliere, Donald Labrecque, Denise Valerino, Corinne Cascadden, Bryan Lamirande, Amy Huter, Julie King, Martha Miller, Tim Forestall, Gary Bisson, Dan Record, Roland Pinette, Cheryl Pinette, Ted McCormick, Kathy Mumford, and a member of the press.
MINUTES On a motion by Donald Labrecque, seconded by Louise Valliere, the Board voted to approve the minutes of the January 22, 2015 meeting, public and nonpublic sessions. The motion passed unanimously.
WARRANTS On a motion by Lynn Moore, seconded by Louise Valliere, the Board voted to approve the warrants dated, February 2, 2015 and February 9, 2015 for the amounts of $15,706.96 and $290,900.51. On a roll call vote, all members voted in the affirmative.
FINANCIAL REPORT None
COMMENTS None
BULLYING POLICIES The Superintendent explained to the Board and public how the reporting of a bullying complaint gets processed and shared documents posted on our public website.
SUPER’S REPORT The Superintendent presented the Board a proposed Berlin Board of Education meeting schedule for the 2015-2016 school year. On a motion by Donald Labrecque seconded by Lynn Moore the Board voted to approve the Berlin Board of Education meeting schedule as presented. The motion passed unanimously.
FY16 BUDGET Louise Valliere asked if the budget was in need of being cut further would it require staff layoffs. The Superintendent responded that she did not have that answer at this time, but that all areas need to be revisited. On a motion by Donald Labrecque, seconded by Lynn Moore, the Board voted to approve the Budget Request as presented totaling $17, 975,056. On a roll call vote, all members voted in the affirmative.
COMMENTS Ted McCormick requested to know which positions would be eliminated. He also stated that we should fight to keep more of what we give back to the city. He also stated the past retirement incentive offered was not enough and how will we implement new programs with cuts.

NON PUBLIC On a motion by Donald Labrecque, seconded by Lynn Moore, the Board voted to go into nonpublic session at 6:32 p.m. in accordance with RSA 91-A3II, (a), (b) & (c). On a roll call vote, all members voted in the affirmative.
On a motion by Lynn Moore, seconded by Louise Valliere, the Board voted to come out of nonpublic session at 7:25 p.m. The motion passed unanimously. One additional vote was taken in nonpublic session.
ADJOURN On a motion by Louise Valliere, seconded by Lynn Moore, the Board voted to adjourn it’s meeting at 7:28 p.m. The motion passed unanimously.

NONPUBLIC SESSION
February 5, 2015
On a motion by Donald Labrecque, seconded by Lynn Moore, the Board voted to go into nonpublic session at 6:32 pm in accordance with RSA 91-A3II (a), (b), and (c). On a roll call vote, all members voted in the affirmative.
The Board held a suspension/expulsion hearing with a student and parent. On a motion by Lynn Moore, seconded by Donald Labrecque, the Board voted to expel the student for 12 months. On a roll call vote, all members voted in favor.
On a motion by Lynn Moore, seconded by Louise Valliere, the Board voted to come out of nonpublic session at 7:25 p.m.~ The motion passed unanimously.~
