School Board Minutes 11/06/2014

                                                                                November 6, 2014

                        A meeting of the Berlin Board of Education was held in the Berlin High School library beginning at 6:00 p.m. Present for the meeting were Corinne Cascadden, Nicole Plourde, Lynn Moore, Donald Labrecque, Tim Forestall, Denise Valerino, Louise Valliere, Martha Miller, Roland Pinette, Dan Record, Amy Huter, Julie King, Gary Bisson, Craig Melanson, and a member of the press.  

MINUTES         On a motion by Denise Valerino, seconded by Donald Labrecque, the Board voted to approve the minutes of the October 16, 2014 meeting, public and nonpublic sessions. The motion passed unanimously.

WARRANTS                On a motion by Louise Valliere, seconded by Lynn Moore, the Board voted to approve the warrants dated, October 27, November 3, and November 10, 2014 for the amounts of $1,455.47, $12,167.08 and $355,436.86 respectively. On a roll call vote, all members voted in the affirmative.

FINANCIAL REPORT        The Board reviewed and approved the financial report.

COMMENTS                None

POLICIES EB & JLI       On a motion by Donald Labrecque, seconded by Lynn Moore, the Board voted to approve the revision to Policies EB and JLI - Safety Program - as amended to include stating NH RSA 281-A:64. The motion passed unanimously.

LAW ENFORCEMENT Berlin High School will implement the following courses towards the career path in Law Enforcement:
  • Psychology
  • Biological Engineering
  • Criminal Justice – Internet Technology
  • Introduction to Criminal Justice
These courses will not require any additional teachers, nor will any electives be lost. The Program of Studies for Berlin High School will include these programs for the 2015-2016 School Year. On a motion by Lynn Moore, seconded by Louise Valliere, the Board voted to approve the addition of Introduction to Criminal Justice to the courses offered at Berlin High School. On a roll call vote, all members voted in the affirmative.
                                
INDIV SPORTS            The Board felt more research and information was necessary for individual participation in NHIAA Sports.

SUPER’S REPORT        The Superintendent informed the Board of the following:
  • World Languages Trip to Costa Rica
  • Statistical Trends
  • BHS Principal Search
  • NHSBA – Annual Meeting
                
COMMENTS                The Superintendent informed the Board that the loss of State Aide was not due to Milan re-assignments as she had previously stated. She clarified that the total loss of tuition based on the re-assignments was $105,280 plus legal fees. The settlement between Milan and Berlin is for $38,676.

MEMBER BUSINESS Nicole Plourde thanked Corinne for her comments and felt it is important that we correct an error as soon as possible to maintain transparency.

                        The Superintendent presented a case to hire a part-time Preschool Coordinator/Case Manager position. This position will be funded partially by IDEA funds and the remaining SPED Summer Program funds. On a motion by Louise Valliere, seconded by Donald Labrecque, the Board voted to approve this position. On a roll call vote, all members voted in the affirmative.

                        Nicole Plourde requested an update on All Day Kindergarten. Amy Huter reported that they have a building plan to implement it in the fall of 2015.

                        The Board requested an update on what the high school is doing to prepare for 1-1 technology. The technology committee will meet in the next week or two to discuss these needs.

                        Nicole Plourde visited Brown School on voting day while voting was in progress. She feels it is important that we express to the City Council why voting should not occur in our schools. The Superintendent stated that she requested this at the June 2014 public hearing. The Board requested that she ask to have this issue placed on the City Council Agenda.

NON PUBLIC              The Board consensus was that a nonpublic session was not necessary at this time.

                        The motion passed unanimously.

ELECTRONIC
VOTE                    On October 31, 2014 the School Board Chairperson requested an electronic vote from all Board members to seek approval of the AREA Settlement with Milan. The Board voted unanimously to approve the recommendation of the Board Chairperson.

ADJOURN         On a motion by Louise Valliere, seconded by Lynn Moore, the Board voted to adjourn it’s meeting at 7:50 p.m. The motion passed unanimously.
