A meeting of the Berlin Board of Education was held in the Berlin High School library beginning at 6:00 p.m. Present for the meeting were Louise Valliere, Kenneth Proulx, Nicole Plourde, Donald Labrecque, Corinne Cascadden, Bryan Lamirande, Georgia Caron, Amy Huter, Dan Record, Elizabeth Deen, Gary Bisson, Roland and Cheryl Pinette, and members of the press.
MINUTES On a motion by Kenneth Proulx, seconded by Donald Labrecque, the Board voted to approve the minutes of the September 20, 2012 meeting, public session. The motion passed unanimously.
WARRANTS On a motion by Donald Labrecque, seconded by Louise Valliere, the Board voted to approve the warrants dated, October 1, and October 8, 2012 for the amounts of $11,400.24, and $280,703.64. On a roll call vote, all members voted in the affirmative.
FINANCIAL REPORT The Board reviewed and approved the financial report.
COMMENTS None
1st RDG POLICIES On a motion by Louise Valliere, seconded by Donald Labrecque, the Board voted to approve the first reading of Policy – IJL – Library Material Selection and Policy IKG – Awards and Scholarships. The motion passed unanimously.
2nd RDG POLICIES On a motion by Kenneth Proulx, seconded by Louise Valliere, the Board voted to approve the second reading of Policy IHBA-R – Procedural Safeguards, IHBH-R – Extended Learning, and IHBH-2 – Obligation of Participants. The motion passed unanimously.
SUPER’S REPORT The Superintendent informed the Board of the following issues:
- Student/Parent and Staff Manuals
- Joint Meeting with Milan & Dummer
- NECAP Science Results
- Overview of State’s NH Adequacy Reporting System
- JAGS - Ceremony
COMMENTS None
NEW BUSINESS Nicole Plourde commented on how well testing went at Berlin High School.
NON PUBLIC On a motion by Donald Labrecque, seconded by Kenneth Proulx, the Board voted to go into nonpublic session at 6:22 p.m. in accordance with RSA 91-A3II, (a), (b) & (c). On a roll call vote, all members voted in the affirmative.
On a motion by Donald Labrecque, seconded by Kenneth Proulx, the Board voted to come out of nonpublic session at 6:55 p.m. The motion passed unanimously. No additional votes were taken in nonpublic session.
STAFFING On a motion by Donald Labrecque, seconded by Kenneth Proulx, the Board voted to approve the following staffing changes:

UNFAIR LABOR On a motion by Donald Labrecque, seconded by Louise Valliere, the Board voted to approve the Unfair Labor Practice Settlement with Local 1444. On a roll call vote, all members voted in the affirmative.
ADJOURN On a motion by Kenneth Proulx, seconded by Louise Valliere, the Board voted to adjourn it’s meeting at 7:00 p.m. The motion passed unanimously.
