School Board Minutes 4/19/2012
        April 19, 2012

                        
                        A meeting of the Berlin Board of Education was held in the Berlin High School library beginning at 6:00 p.m. Present for the meeting were, Nicole Plourde, Karin Dorval, Kenneth Proulx, Bryan Lamirande, Debbie Payeur, Tim Forestall, Jane Provencher, Roland Pinette, Cheryl Pinette, Elaine Connary, Linda Lafleur, Mandy Woods, Lucille Lambert, Jay Tolman, Lise Barrette, Debbie Dupuis, Cindy MacKin, Holly Paquette, parents, students, and members of the press.

FCCLA                   Students and staff from FCCLA gave the Board presentations from their State Spring Conference and informed them of the numerous awards they received. A project on Bullying was explained; donations they made to several organizations were also mentioned. Mrs. Lafleur informed the Board that this is the first year that the entire organization took first place at the conference and that 9 -10 students would be presenting at the Nationals in Orlando, FL this summer.
                        Nicole Plourde commented on the amazing work the students had done and praised the entire organization.

MINUTES         The minutes of the April 5, 2012 meeting, public and non public sessions will be approved at the next Board meeting due to there not being a quorum available to approve these minutes.         

WARRANTS                On a motion by Kenneth Proulx, seconded by Karin Dorval, the Board voted to approve the warrants dated, April 16, and April 23, 2012 for the amounts of $11,629.43 and $212,550.33. On a roll call vote, all members voted in the affirmative.

FINANCIAL REPORT        The Board reviewed and approved the financial report.

COMMENTS                None

2nd RDG EDCA            On a motion by Kenneth Proulx, seconded by Karin Dorval, the Board voted to approve the second reading of Policy EDCA - Employee Use of Electronic Communication Devices. The motion passed unanimously.

2nd  RDG I POLICIES     On a motion by Kenneth Proulx, seconded by Karin Dorval, the Board voted to approve the second reading of I policies, IGA – Curriculum Development, IGAB – Basic Instructional Program, IGDJ – Interscholastic Athletics, IGDJA – Spectator Disorder, IHCA – Summer Activities, IIC – Instructional Time, IJ – Instructional Materials, IKA – Grading System, IKAD – Changing Student Grades, IKB – Homework, IKE – Promotion and Retention of Students, IL – Evaluation of Curricular Programs, ILBA – Assessment of Educational Programs, IMBA – Distance Education, IMBC – Alternative Credit Options. The motion passed unanimously.
                        
SUPER’S REPORT  Tim Forestall informed the Board of the Positive Behavior Intervention and Supports (PBIS) program at BHS. The program focuses on Consistency and Positive Reinforcement.  Mr. Forestall feels the program has been effective with discipline and attendance issues.

COMMENTS                None

NEW BUSINESS            Karin Dorval informed the Board that due to family and work commitments she regretfully must resign from her position on the Berlin Board of Education. Mrs. Dorval expressed how much she will miss being a part the Board and how this experience has inspired, challenged, and enlightened her. She hopes that someday she may return as a member when she feels she is able to commit to the time and responsibility the position requires.

                        Nicole Plourde expressed her gratitude to Karin. She commented on the fact that whenever Karin spoke it was in a kind and informative manner. Although she will be greatly missed, Nicole admires and respects her reasons for resigning.
                        
NON PUBLIC              On a motion by Karin Dorval, seconded by Kenneth Proulx, the Board voted to go into nonpublic session at 6:45 p.m. in accordance with RSA 91-A3II, (a), (b) & (c). On a roll call vote, all members voted in the affirmative.

                        On a motion by Karin Dorval, seconded by Kenneth Proulx, the Board voted to come out of nonpublic session at 7:15 p.m. The motion passed unanimously. No additional votes were taken in nonpublic session.

STAFFING                On a motion by Kenneth Proulx, seconded by Karin Dorval, the Board voted to approve the following staffing changes:

                        NOMINATIONS:
                        
                        Allan Pike – Drafting/Pre-Engineering Teacher at BHS.

                        All nominations are contingent on the applicant passing a criminal record check.

BESS                    On a motion by Karin Dorval, seconded by Kenneth Proulx, the Board voted to approve the tentative BESS Agreement. On a roll call vote, all members voted in the affirmative.
                        
ADJOURN         On a motion by Karin Dorval, seconded by Kenneth Proulx, the Board voted to adjourn it’s meeting at 7:20 p.m. The motion passed unanimously.
