PUBLIC HEARING The School Board Chair presented the proposed FY13 School Budget.
A meeting of the Berlin Board of Education was held in the Berlin High School library beginning at 6:15 p.m. Present for the meeting were, Nicole Plourde, Karin Dorval, Louise Valliere, Kenneth Proulx, Corinne Cascadden, Bryan Lamirande, Dan Record, Bev Dupont, Amy Huter, Gary Bisson, Scott Fortin, Georgia Caron, Jane Provencher, Roland Pinette, Cheryl Pinette, Jon Croft, Ashley L’Heureux, Jon York, Brianna Butkiewcz, Hailey Gabicki, Lisa King, Ashley Aubin, Janet Arnett, Richard Girard, and members of the press.
MINUTES On a motion by Kenneth Proulx, seconded by Karin Dorval, the Board voted to approve the minutes of
the January 19, 2012 meeting, public and nonpublic sessions. The motion passed unanimously.
WARRANTS On a motion by Karin Dorval, seconded by Louise Valliere, the Board voted to approve the warrants dated, January 30, and February 2, 2012 for the amounts of $2,307.93 and $270,076.19. On a roll call vote, all members voted in the affirmative.
FINANCIAL REPORT The Board reviewed and approved the financial report. The Business Administrator shared cost saving building projects.

NH JAGS As part of a public speaking assignment; five JAGS students spoke on the value of being part of the JAGS program and their future goals.
1st RDG I POLICIES On a motion by Karin Dorval, seconded by Kenneth Proulx, the Board voted to approve the first reading of I Policies, IHBA – Programs for Students with Disabilities, IHBAA – Evaluation Requirements for Children with Disabilities, IMG – Animals in the School, and IMGA – Service Animals. The motion passed unanimously.
2nd RDG IHBGA On a motion by Karin Dorval, seconded by Louise Valliere, the Board voted to remove Policy IHBGA from the table. The motion passed unanimously.
On a motion by Karin Dorval, seconded by Louise Valliere, the Board voted to approve the second reading of Policy IHBGA – Homebound Instruction. The motion passed unanimously.
PRIMEX On a motion by Kenneth Proulx, seconded by Louise Valliere, the Board voted to approve the Primex contracts as presented in the Board packets. The motion passed unanimously.
SUPER’S REPORT The Superintendent informed the Board of the following issues:
- NECAP Fall Results
- Student Trip to England
- State-wide Welding Competition
- Attendance at Parent & Teacher Conferences
- New School Board member training on February 8, 2012
- Video Clip of Literacy Event
FY13 BUDGET Karin Dorval was given clarification on how tuition rates are set. Nicole Plourde discussed reconsidering adding teachers to the junior high school to reduce class size. This issue will be discussed further at the February 16, 2012 meeting.
COMMENTS Gary Bisson informed the Board of a college scholarship available for Berlin High School students. He also informed them that on September 15, 2012, during Homecoming, a celebration of 100 years of Arabian Horses in America will be occurring with a race that includes Berlin High School as a pit stop.
NEW BUSINESS Nicole Plourde congratulated the staff on the NECAP scores.
NON PUBLIC On a motion by Louise Valliere,, seconded by Kenneth Proulx, the Board voted to go into nonpublic session at 7:17 p.m. in accordance with RSA 91-A3II, (a), (b) & (c). On a roll call vote, all members voted in the affirmative.
On a motion by Karin Dorval, seconded by Louise Valliere, the Board voted to come out of nonpublic session at 8:12 p.m. The motion passed unanimously. No additional votes were taken in nonpublic session.
STAFFING On a motion by Karin Dorval, seconded by Kenneth Proulx, the Board voted to accept the following staffing changes:

The motion passed unanimously.
All nominations are contingent on the applicant passing a criminal record check.
ADJOURN On a motion by Karin Dorval, seconded by Kenneth Proulx, the Board voted to adjourn it’s meeting at 8:15 p.m. The motion passed unanimously.
