Milan Committee Members: Patricia Shute, Sandy Pouliot, Kevin Evans.
Berlin Committee Members: Nicole Plourde, Nathan Morin, Martha Laflamme.
I. Call to Order- Superintendent Paul Bousquet asked for a volunteer to chair the AREA Amendment Committee. See III below. At 5:34 pm Nicole Plourde Committee and Berlin Board Chair called the meeting to order.
II. Public Comments-None
III. Organization of Committee-Nicole Plourde volunteered to Chair the AREA Amendment Committee at the start of the meeting. All members were in favor.
IV. Review of Current AREA
V. Discussion of Amendments- A discussion of the proposed amendments ensued regarding the AREA. One question was the length of three years as written in the amended AREA. In this case the AREA would run from July 1, 2012 to June 30, 2015. The committee felt that this would be the most favorable length for the AREA at this time since discussions have begun, in all communities in the Valley, regarding districts collaborating more and possible consolidation of districts due to declining student enrollments and shrinking funding sources. The other point of discussion was a “good faith” estimate of the number of students from Milan who would be attending school in Berlin be reported to the Berlin School Board by April first of each year. The committee
agreed that this amendment was an important part of the AREA. All committee members agreed that the number would be an estimate only, as enrollment changes constantly, but would help Berlin as they developed the school district budget in future years. All members agreed to language developed, amendments, to the current AREA and instructed the Superintendents to forward the amended AREA, with supporting materials, as soon as possible to the New Hampshire State Board of Education for approval.

VIII. Other-The new configuration of grades at the Berlin Middle School was discussed, as it does affect Milan students. The Milan Board was appreciative of the configuration as it would not make students entering the Berlin Middle School in grade seven feel like the “new kids.”
IX. Adjournment-Martha Laflamme made a motion to adjourn at 5:47pm. the motion was seconded by Linda Pivin. All in Favor.
RSA 91-A:3 II Nonpublic Sessions. – Only the following matters shall be considered or acted upon in nonpublic session:
(A) The dismissal, promotion, or compensation of any public employee or the disciplining of such employee, or the investigation of any charges against him or her, unless the employee affected (1) has a right to a meeting and (2) requests that the meeting be open, in which case the request shall be granted.
(B) The hiring of any person as a public employee.
(C) Matters which, if discussed in public, would likely affect adversely the reputation of any person, other than a member of the public body itself, unless such person requests an open meeting. This exemption shall extend to any application for assistance or tax abatement or waiver of a fee, fine, or other levy, if based on inability to pay or poverty of the applicant.
(D) Consideration of the acquisition, sale, or lease of real or personal property which, if discussed in public, would likely benefit a party or parties whose interests are adverse to those of the general community.
(E) Consideration or negotiation of pending claims or litigation which has been threatened in writing or filed against the public body or any subdivision thereof, or against any member thereof because of his or her membership in such public body, until the claim or litigation has been fully adjudicated or otherwise settled.
(F) Consideration of matters relating to the preparation for and the carrying out of emergency functions, including training to carry out such functions, developed by local or state safety officials that are directly intended to thwart a deliberate act that is intended to result in widespread or severe damage to property or widespread injury or loss of life.
