School Board Minutes 11/17/2010
November 17, 2010
                
                        A meeting of the Berlin Board of Education was held in the Berlin High School library beginning at 6:20 p.m. Present for the meeting were, Linda Pivin, Mitch Couture, Martha Laflamme, Nicole Plourde, Karin Dorval, Corinne Cascadden, Bryan Lamirande, Dan Record, Gary Bisson, Tim Forestall, Amy Huter, Georgia Caron, Jane Provencher, Roland Pinette, Cheryl Pinette, Deb Dupuis, Lauren Letourneau, Janelle Lefebvre, Lucille Lambert, Elizabeth Roy, Pauline Couture, Celine Leborgne, Trevor Leborgne, Donna Sanantonio, Angela Duquette, Deb Dupuis, Craig Melanson, William Jones,  Susan Steeves, Rick Lombard, Melissa Rich, Vannessa Barrett, and members of the press.

MINUTES         On a motion by Linda Pivin, seconded by Martha Laflamme, the Board voted to approve the minutes of the November 3, 2010 meeting public and nonpublic sessions. The motion passed unanimously with Karin Dorval abstaining.
                
WARRANTS                On a motion by Nicole Plourde, seconded by Martha Laflamme, the Board voted to approve the warrants dated November 8 and November 22, 2010 for the amounts of $17,275.05, and $44,967.19.  On a roll call vote, all members voted in the affirmative.

FINANCIAL REPORT        The financial report was reviewed and accepted by the Board.
                
COMMENTS                Lauren Letourneau addressed the Board purporting to speak on behalf of all students regarding nits and head lice.  She favors having a no nit and no bug policy in affect.
                        Elizabeth Roy spoke in opposition of the no nit policy.
                        Pauline Couture discussed being opposed to head checks being done in the classroom and was open to either policy regarding nits.

BOARD GOALS             On a motion by Martha Laflamme, seconded by Nicole Plourde, the Board voted to move this issue to the end of the meeting. The motion passed unanimously.

SPORTS          A motion was made by Martha Laflamme, seconded by Nicole Plourde to create a cooperative girls ice hockey team between Berlin and Gorham. Discussion ensued. Craig Melanson presented the details and informed the Board that the boys’ team competes in Division 1 which does not allow cooperative district Phyllis Owen [powen@nhprimex.org]teams. Linda Pivin inquired about a cooperative ski team and was informed that if Berlin joined the Gorham team they would have to move up a division and that Gorham does not want this to occur. Gary Bisson and Craig Melanson explained to the Board that the cooperative team was for a two year period and that it would still allow any interested girl the opportunity to play. Martha Laflamme, Nicole Plourde, Karin Dorval, and Mitch Couture voted in the affirmative; Linda Pivin voted in the negative. The motion passed by a 4 to 1 margin.

2nd READING             On a motion by Linda Pivin, seconded by Nicole Plourde, the Board voted to approve the second reading of Policy GBEBA – Staff Dress Code as amended. The motion passed unanimously.

1st READING     On a motion by Nicole Plourde, seconded by Linda Pivin, the Board voted to approve the first reading of E Policies EB – Safety Program, EBB- Safety Procedure, EBBB – Accident Reports, EBC- Crisis Prevention, EBCA – Emergency Plans, EBCB – Fire Drills, and EBCC – Bomb Threats as amended. The motion passed unanimously.

BULLYING        On a motion by Martha Laflamme, seconded by Nicole Plourde the Board voted to approve the first reading of Policy JICK – Pupil Safety and Violence Prevention as amended. The motion passed unanimously.
                Comments from the public were accepted at this time. Lauren Letourneau spoke in favor of the policy.                                                Charles Jones commented on how his child was being bullied due to his race.
                              
SUPER REPORT            The Superintendent informed the Board on the loss of state funding for adequacy aid; along with the additional funds to be distributed from the Education Jobs Fund.

NEW BUSINESS            None
                                                                        
NON PUBLIC              On a motion by Linda Pivin, seconded by Karin Dorval, the Board voted to go into nonpublic session at 7:37 p.m. in accordance with RSA 91-A3II, (a), (b) & (c). On a roll call vote, all members voted in the affirmative.

                        On a motion by Nicole Plourde, seconded by Linda Pivin, the Board voted to come out of nonpublic session at 8:52 p.m. The motion passed unanimously. No additional votes were taken in nonpublic session.

STAFFING                On a motion by Martha Laflamme, seconded by Nicole Plourde, the Board voted to accept the following staffing changes:

                        The motion passed unanimously.
                                                                        
                        All nominations are contingent on the applicant passing a criminal record check.

GOALS                   On a motion by Linda Pivin, seconded by Martha Laflamme, the Board voted to submit their goals electronically prior to December 22, 1010. The motion passed unanimously.
                                        
ADJOURN         On a motion by Martha Laflamme, seconded by Linda Pivin, the Board voted to adjourn it’s meeting at 8:55 p.m. The motion passed unanimously.
