School Board Minutes 08/18/2010

HEARING         A Public Hearing was held at 6:00 p.m. on Audio Visual Surveillance on School Buses. The elementary grades will be informed of the cameras when bus safety is presented. The Public Hearing ended at 6:10 p.m.                  

                        A meeting of the Berlin Board of Education was held in the Berlin High School library beginning at 6:10 p.m. Present for the meeting were, Linda Pivin, Mitch Couture, Martha Laflamme, Karin Dorval, Nicole Plourde, Corinne Cascadden, Bryan Lamirande, Beverly Dupont, Dan Record, Jane Provencher, Georgia Caron,  Ken Proulx, Gary Bisson, Amy Huter, and members of the press.

MINUTES         On a motion by Martha Laflamme, seconded by Linda Pivin, the Board voted to approve the minutes of the July 14, 2010 meeting public and nonpublic sessions as amended to correct the motion to go into nonpublic. The motion passed unanimously with Nicole Plourde abstaining.
                
WARRANTS                On a motion by Martha Laflamme, seconded by Nicole Plourde, the Board voted to approve the warrants dated July 25, July 26, and August 23, 2010 for the amounts of $1,229.88, $1,593.17, $127,372.20, $422,951.02 and $9,784.39 respectively.  Discussion ensued regarding employee physicals, legal expenses, and services rendered by a former employee. On a roll call vote, all members voted in the affirmative; with Mitch Couture abstaining.

FINANCIAL REPORT        The financial report was reviewed and accepted by the Board.
                        
COMMENTS                Gary Bisson reported on the donation of funds for the new sound system in the BHS gym. He also informed the Board that the patio enclosure project was largely funded by donations.

                        Amy Huter discussed the “walking school bus” program to help students exercise. She informed the Board of the location where the students will be met by the staff to complete the walk to school.
                        
2nd READING             On a motion by Martha Laflamme, seconded by Linda Pivin, the Board voted to place the second reading of Policy – ECAF – Audio and Video Bus Surveillance back on the table. The motion passed unanimously. A motion was then made by Nicole Plourde, seconded by Karin Dorval to approve the second reading of Policy ECAF. The motion passed unanimously.

1st READINGS            On a motion by Nicole Plourde, seconded by Linda Pivin, the Board voted to approve the first reading of - Policy – JLCF – Wellness Policy and the– D – Policies – Fiscal Management – DA – Fiscal Management, DB-Annual Budget  DBC-Budget Planning, DBI- Budget Implementation, DBJ-Transfer of Appropriations, DC- Borrowing Authority, DD- Funding Proposals, DEA-Revenues, DFA-Investment, DFE-Gate Receipts, DFG-CTE Program Services, DG – Depository of Funds, DGA- Authorized Signatures DH- Bonded Employees, DI- Fiscal Accounting, DI-R- Fiscal Accounting Regulations, DID-Fixed Assets, DIE- Audits, as amended. The motion passed unanimously.

TUITION FY 12           On a motion by Linda Pivin, seconded by Karin Dorval, the Board voted to approve the FY 12 tuition rates as follows:
                                                Elementary      $12,247
                                                Junior High     $14,066
                                                High            $12,730
                        On a roll call vote all members voted in the affirmative.
        
                      
SUPER REPORT            The Superintendent presented the following items:
  • Summer Programs for Students
  • Summer Staff Trainings
  • A joint meeting with the Milan and Dummer School Boards will be scheduled
  • Invitation from the BHS Backers to the Board to attend the BHS Homecoming
  • The dedication of the BHS field to Michael Gaydo
  • Invited the Board to attend a staff breakfast on August 30th.
COMMENTS                None
                                
NEW BUSINESS            Nicole Plourde requested that the Intramural Sports program at BJHS which was eliminated be placed back in the budget by taking the necessary funds from any staffing savings.

                        Martha Laflamme would like the administration to review the current budget to see if there are funds available to assist the after school program.

                        Nicole Plourde discussed staff dress code with the Board. She wants the staff to dress professionally and in addition not violate the student dress code policy. The Board would like to see sample dress code policies.

                        Nicole Plourde questioned the administration on class sizes; Mrs. Dupont addressed her concerns.

                        Nicole Plourde questioned the elimination of Spanish IV at the high school. Ken Proulx informed her that most colleges require two and in some cases three years of languages.
                                                        
NON PUBLIC              On a motion by Linda Pivin, seconded by Martha Laflamme, the Board voted to go into nonpublic session at 7:22 p.m. in accordance with RSA 91-A3II, (a), (b) & (c). On a roll call vote, all members voted in the affirmative.

                        On a motion by Martha Laflamme, seconded by Karin Dorval, the Board voted to come out of nonpublic session at 8:13 p.m. The motion passed unanimously. No additional votes were taken in nonpublic session.

STAFFING                On a motion by Martha Laflamme, seconded by Linda Pivin, the Board voted to accept the following staffing changes:
