PUBLIC HEARING The public hearing for the proposed 2010-2011 school budget was held at 6:00 p.m. in the Berlin High School library. The Superintendent reviewed data contained in the budget booklet highlighting certain pages including enrollment, minimum standards, the reasons for increase in the general fund request, and special education, including out of district costs. Questions and comments from the audience included:

A meeting of the Berlin Board of Education was held in the Berlin High School library beginning at 7:25 p.m. Present for the meeting were Mitch Couture, Martha Laflamme, Linda Pivin, Nicole Plourde, Karin Dorval, Corinne Cascadden, Marion Y. Huntley, Beverly Dupont, Dan Record, Gary Bisson, Tim Forestall, Corinne Cascadden, Jane Provencher, Georgia Caron, Roland Pinette, Ken Proulx, Angela Duquette, Amy Huter, Cheryl Pinette, Nancy Aube, Bob Danderson, Blandine Shallow, Robert Bellevance, Mark Evans, Michael Rozek, Tim Cayer, Robert Rodrigue, Roland Simard, Tom McCue, Emily Plourde, Cecile Fillion, and members of the press.
MINUTES On a motion by Nicole Plourde, seconded by Martha Laflamme, the Board voted to approve the minutes of the January 27, 2010 meeting, public session. The motion passed unanimously.
WARRANTS On a motion by Linda Pivin, seconded by Martha Laflamme, the Board voted to approve the warrants dated February 1, and 8, 2010 for the amounts of $4,800.46, and $174,478.04, respectively. On a roll call vote all members voted in the affirmative.
FINANCIAL REPORT The financial report was reviewed by Marion Y Huntley.
COMMENTS A question was asked on the number of tuition students. The administration indicated the 10-11 budget request included approximately 115 tuition students.
1st Reading On a motion Nicole Plourde, seconded by Linda Pivin, the Board approved the First Reading of Policies – AA – Legal Status, AA-E – City Charter, ABA – Volunteer Involvement, AD – District Philosophy, ADC – Tobacco Products Ban, ADD – Safe Schools, AE – Accountability. A comment was made regarding the Board salaries being fixed by the city council. The motion passed unanimously.
SUPER REPORT The Superintendent explained Supplemental Educational Services which is part of NCLB in Title I. Currently 17- 20 of the available 40 spaces are filled by participating students. Mrs. Provencher gave additional information and answered questions. The Board was also invited to a Title I event on Thursday, February 4, 2010 for Hillside students in the auditorium.
BUDGET REQUEST On a motion by Linda Pivin, seconded by Karin Dorval, the Board voted to submit the administrative FY11 budget request of $16,801,599; and to include the impact of not being fully funded. Discussion ensued. On a roll call vote, all members voted in the affirmative.
COMMENTS Councilor McCue commented on this being an election year. Everyone is encouraged to advocate for the government to provide funding for its requirements/legislation. He suggested the government bail out education.
NEW BUSINESS None
NON PUBLIC On a motion by Nicole Plourde, seconded by Martha Laflamme, the Board voted to go into nonpublic session at 7:50 p.m. in accordance with RSA 91-A3II (a), (b),On a roll call vote, all members voted in the affirmative.
On a motion by Nicole Plourde, seconded by Linda Pivin, the Board voted to come out of nonpublic session at 8:55 p.m. The motion passed unanimously. No additional votes were taken in nonpublic session.
ADJOURN On a motion by Linda Pivin, seconded by Nicole Plourde, the Board voted to adjourn it’s meeting at 8:56 p.m. The motion passed unanimously.
