School Board Minutes 11/18/2009
November 18, 2009
                
                        A meeting of the Berlin Board of Education was held in the Berlin High School library beginning at 6:00 p.m. Present for the meeting were, Nicole Plourde, Nathan Morin, Mitch Couture, Martha Laflamme, Corinne Cascadden, Marion Huntley, Beverly Dupont, Dan Record, Tim Forestall, Georgia Caron, Ken Proulx,  Margo Sullivan, Angela Duquette, James Gould,  and members of the press.

MINUTES         On a motion by Martha Laflamme, seconded by Nicole Plourde, the Board voted to approve the minutes of the November 4, 2009 meeting public and non public sessions. The motion passed unanimously.

WARRANTS                On a motion by Martha Laflamme, seconded by Nicole Plourde, the Board voted to approve the warrants dated November 16, and November 23, 2009 for the amounts of $17,158.40 and $371,143.10 respectively. The Board questioned electrical consumption. The administration offered to include consumption data in the next packet. On a roll call vote, all members voted in the affirmative.  
                        
FINANCIAL REPORT        The Board reviewed the Financial Report. Questions on out of district costs were answered.

COMMENTS                Margo Sullivan, Executive Director of AV Home Care, requested input from the Board via a survey regarding community health benefits and how the needs of the community are being met.  She gave the Board background on the reason she is seeking their input and the process being used with the results anticipated by March of 2010.

                        Gary Bisson informed the Board of a phone call he received from patrons of  a restaurant in the North Country praising the behavior of some of the student athletes at Berlin High School.

BIOMASS         A citizen gave the Board Chair information regarding the funding of alternative energy that is becoming available.  He questioned whether it might be worthwhile to pursue wind and solar power. He passed this information along to the rest of the Board and the administration. The administration will bring the BERC study to the next meeting. This study also deals with alternative energy.

1st READINGS            The Board reviewed policies contained in the packet and amended as needed.  On a motion by Nathan Morin, seconded by Nicole Plourde the Board approved the First     Reading of Policies BA – School Board Goals, BB- Legal Status, BBA – Powers & Duties, BBAA – Member Authority, BBBA – Qualifications, BBBC – Member Resignation, BBBD – Member Removal from Office, BCA – Member Ethics, , BDA – Board Organizational Meeting, BDB,  - Board Officers, BDD – Board-Superintendent Relationship – BDD-R – Board-Superintendent Relations. The motion passed unanimously. A motion was then made by Nathan Morin, seconded by Nicole Plourde to table the approval of Policy BCB – Member Conflict of Interest. The motion passed unanimously.

SUPER REPORT            The Superintendent gave the Board an update on the following issues:
                        BHS featured in National Dropout Prevention Newsletter
                        Asbestos Reports
                                                
COMMENTS                None

NEW BUSINESS            The Board requested that the Home Education Policy which had been tabled at a previous meeting, as well as the policy tabled this evening, be brought back to the Board at the next Board meeting.
                                                        
NON PUBLIC              On a motion by Nicole Plourde, seconded by Martha Laflamme, the Board voted to go into nonpublic session at 6:45 p.m. in accordance with RSA 91-A3II, (a),(b), On a roll call vote, all members voted in the affirmative.

                        On a motion by Nicole Plourde, seconded by Nathan Morin, the Board voted to come out of nonpublic session at 7:18 p.m. The motion passed unanimously. No additional votes were taken in nonpublic session.

STAFFING                On a motion by Martha Laflamme, seconded by Nicole Plourde, the Board voted to accept the following staffing changes:

Gary Roy – Hillside Interscholastic Boys Basketball Coach
Denise Roy – Hillside Interscholastic Girls’ Basketball Coach
Denise Roy – Interscholastic Athletic Director – Hillside

All nominations are contingent on the applicant passing a criminal record check.
                                                        
ADJOURN         On a motion Martha Laflamme, seconded by Nicole Plourde, the Board voted to adjourn it’s meeting at 7:20 p.m. The motion passed unanimously.
