May 28, 2009
A meeting of the Berlin Board of Education was held in the Office of the Superintendent beginning at 6:40 a.m. Present for the meeting were Mitch Couture, Martha Laflamme, Nicole Plourde, Brian Leclerc, John Moulis, Marion Y. Huntley, John Sargent, Bryce Leblanc, and members of the press.
BLDG PROJECTS The Board decided to look for more bids and options on the insulation of the Brown
School gym ceiling. The project will be revisited in 2009-2010.
On a motion by Brian Leclerc, seconded by Martha Laflamme, the Board voted to award the window replacement bid to George Croteau with the sill option. On a roll call vote all members voted in the affirmative.
On a motion by Nicole Plourde, seconded by Martha Laflamme the Board voted to award the shade bid for Brown School to Colorworks. The Board recommends using the shades with a clutch option for classrooms if Corinne Cascadden agrees. Discussion was held on the shades including when the job could be done. Since the windows will need to be completed prior to final measuring, the purchase may be a 2009-2010 expenditure. This motion gives latitude to the administration regarding using blinds in the office areas if the administration desires. On a roll call vote, Nicole Plourde and Martha Laflamme voted in the affirmative and Mitch Couture and Brian Leclerc abstained. The motion passed.
Discussion ensued on the boilers. Honeywell is in agreement with the Yeaton Study and had planned on doing these recommendations over a period of time.
It was recommended not to re tube the existing boilers at BHS since we would still have old boilers after a sizable financial investment.
Honeywell recommended a different type of boiler for Brown School; there is limited space. Discussion on the zoning issue at Brown and how to handle the variation in temperature was held. This is a separate issue from the proposal. The Board is looking for information on the cost of addressing this issue.
Priorities were discussed. Brown School has no immediate failure issue; however, with only one boiler it has no backup.
Hillside has two boilers with one needing to be refreshed with no immediate failure risk.
BHS has 8 tubes out of 250 that are plugged which is causing it to be less efficient but there is no immediate risk of failure. Since parts are still available for this boiler, repair issues can be fixed even in the winter months.
The Board asked the administration to obtain costs for a boiler proposal for Brown School and a proposal for resolving the variation in heat throughout the Brown School building from both vendors for the June 17, 2009 Board meeting.
ADJOURN On a motion by Brian Leclerc, seconded by Martha Laflamme, the Board voted to adjourn it’s meeting at 7:40 a.m. The motion passed unanimously.
Respectfully submitted,
Secretary, Berlin Board of Education
