A meeting of the Berlin Board of Education was held in the Berlin High School library beginning at 6:00 p.m. Present for the meeting were Mitch Couture, Martha Laflamme, Nathan Morin, Nicole Plourde, Brian Leclerc, John Moulis, Corinne Cascadden, Roland Pinette, Cheryl Pinette, Lucille Lambert, Paul Pelletier, and members of the press.
MINUTES On a motion by Nicole Plourde, seconded by Nathan Morin, the Board voted to approve the minutes of the March 18, 2009 meeting, public and non public sessions. The motion passed unanimously.
WARRANTS On a motion by Martha Laflamme, seconded by Nicole Plourde, the Board voted to approve the warrant dated April 6, 2009 for the amount of $468,670.59. On a roll call vote, all members voted in the affirmative.
FINANCIAL REPORT The Board reviewed the Financial Report.

FIELD TRIP On a motion by Nicole Plourde, seconded by Martha Laflamme, the Board voted to approve an end of the year school trip by Bartlett School to Storyland. The motion passed unanimously. So that this issue may be revisited, Nathan Morin requested information on the current policy/procedure on field trips beyond the 20 mile radius be included in the next board packet.
SUPER REPORT The Superintendent gave the Board information on the Bus Driver training program. On a motion by Nicole Plourde, seconded by Nathan Morin, the Board voted to approve this training pending acceptance into the course by our Bus Mechanic/Foreman. On a roll call vote, all members voted in the affirmative.
On a motion by Nicole Plourde, seconded by Nathan Morin, the Board voted to accept the bid from Lehigh Company for the lighting panel at the BJHS auditorium. On a roll call vote, all members voted in the affirmative.
Information from Yeaton Associates was discussed. This issue was tabled until the next meeting.
The flooring bid for BHS was discussed. Martha Laflamme and Mitch Couture did not want to accept just one bid. On a motion by Nicole Plourde, seconded by Nathan Morin the Board voted to re-open the bid until 4:00 p.m. on Monday, April 6, 2009. Martha Laflamme, Mitch Couture, and Nicole Plourde voted in the affirmative; Nathan Morin and Brian Leclerc voted in the negative. The motion passed by a 3 to 2 margin.
COMMENTS None
NEW BUSINESS The Board reviewed a budget memo created by the administration per the request of the City Council. The Board felt the administration did a great job and that this memo demonstrates the devastating cuts that would have to be made if the district would make the 7.5% decrease as mentioned by the council. On a motion, by Nicole Plourde, seconded by Martha Laflamme, the Board voted to present this memo to the council. Mitch Couture, Martha Laflamme, and Nicole Plourde, voted in the affirmative; Nathan Morin and Brian Leclerc voted in the negative. The motion passed by a 3 to 2 margin.
NON PUBLIC On a motion by Nathan Morin, seconded by Martha Laflamme, the Board voted to go into nonpublic session at 7:20 p.m. in accordance with RSA 91-A3II (a). On a roll call vote, all members voted in the affirmative.
On a motion by Martha Laflamme, seconded by Brian Leclerc, the Board voted to come out of nonpublic session at 8:15 p.m. The motion passed unanimously. No additional votes were taken in nonpublic session.
STAFFING On a motion by Martha Laflamme, seconded by Nicole Plourde, the Board voted to approve the following staffing changes:

NON UNION On a motion by Martha Laflamme, seconded by Nicole Plourde, the Board voted to approve a 3% salary increase for all non-union employees. On a roll call vote, Mitch Couture, Martha Laflamme, Nicole Plourde, and Nathan Morin voted in the affirmative; Brian Leclerc voted in the negative. The motion passed by a 4 to 1 margin.
BARTLETT On a motion by Nicole Plourde, seconded by Martha Laflamme, the Board voted to give the Bartlett School Building back to the city. No move out date has been determined at this time. The motion passed unanimously.
ADJOURN On a motion by Nathan Morin, seconded by Brian Leclerc, the Board voted to adjourn it’s meeting at 8:20 p.m. The motion passed unanimously.
