March 21, 2007

                        A meeting of the Berlin Board of Education was held in the Berlin High School library beginning at 6:00 p.m. Present for the meeting were Nathan Morin, Mitch Couture, Martha Laflamme, Brian Leclerc, Nicole Plourde, John Moulis, Marion Y. Huntley John Donaldson, Steve Michaud, Corinne Cascadden, Beverly Dupont, Dan Record, Gary Bisson, Tim Forestall, Jane Provencher, Roland Pinette, students, and members of the press.
                        
MINUTES         On a motion by Martha Laflamme, seconded by Nathan Morin, the Board voted to approve the minutes of the March 7, 2007 meeting, public session. The motion passed unanimously.
        
WARRANTS                A motion was made by Nathan Morin, seconded by Martha Laflamme, to approve the warrants dated March 19, and March 26, 2007 for the amounts of $15,146.10, $91,248.63, and $534.00 respectively. On a roll call vote, Nicole Plourde and Brian Leclerc abstained due to having just arrived at the meeting, Mitch Couture, Martha Laflamme, and Nathan Morin voted in the affirmative. The motion passed by a 3 to 2 margin.

COMMENTS                None    

STUDENT CONDUCT Discussion ensued. The Board would like to hold class officers, extra curricular officers, and members of extra curricular activities to the same standards as athletes. They would like to have the athletic agreement modified and brought back to the Board for review at the next meeting or no later than the second meeting in April with more information and a recommendation. The Board would like to implement this at the beginning of the next school year. They instructed the administration to obtain input from the advisors on this issue. They want to hold these students as accountable as the athletes.

SUPER REPORT    The Superintendent gave the Board different samples of evaluation forms per their request. He also gave them additional information on the evaluation process. The Superintendent will present a draft to the Board of the sample he prefers.   
        
The Superintendent informed the Board the Commissioner of Education granted his request for a waiver for the February 15, 2007 snow day.

COMMENTS                None.

NEW BUSINESS    Mitch Couture informed the Board that he took exception with the current newsletter from the Gorham Randolph Shelburne Schools Board stating that BHS was in need of repair and upgrades. The article referred to dealt with the need for a telephone system upgrade. The Board did not respond prior to the district meeting since they did not want to send the wrong message to the citizens in that district.

                        Questions on the district’s phone bills were researched and no problems were found. The Board suggested that the phone bills continue to be monitored.

                        Martha Laflamme suggested that it was time to revisit winter parking issues at BHS. Mr. Bisson informed her that some of the snow had been removed that day, but that parking still does remain a concern. There still is not enough parking for every student. The students have done a great job of staying out of the fire lanes.  It was suggested that perhaps the city could plow the dirt parking lot. Parking off schools grounds brings its own challenges.
                        
NON PUBLIC              On a motion by Brian Leclerc, seconded by Nathan Morin, the Board voted to go in to nonpublic session at 6:26 p.m. in accordance with RSA 91-A3II(a),(b), (c). On a roll call vote, all members voted in the affirmative

                        On a motion by Brian Leclerc, seconded by Martha Laflamme, the Board voted to come out of nonpublic session at 7:40 p.m. One additional vote was taken in nonpublic session.

STAFFING                On a motion by Nicole Plourde, seconded by Martha Laflamme, the Board voted to accept the following staffing changes:

ADJOURN         On a motion by Brian Leclerc, seconded by Nicole Plourde, the Board voted to adjourn it’s meeting at 7:45 p.m. The motion passed unanimously.
