Present were: Mayor Grenier, Councilors Otis, Remillard, Gentili, Morgan Allain, Higbee, Rozek, Nelson and Theberge
Others present included City Manager James Wheeler, Community Development Director Pamela Laflamme
Mayor Grenier opened the meeting at 6:30 p.m.
Northern Pass Intervention.
Mayor Grenier proposed that the City become an intervenor in the Northern Pass project in order to have a say and monitor what is proposed for the Coos Loop. Though the project does not go through the City, the proposed upgrade to the Coos Loop could have significant impact on Burgess Biopower and the company’s ability to sell their power. At capacity, the facility can produce 500,000 mw; of which they can market 100,000 mw into the energy marketplace. The City would get 30% of the 100,000 of Renewable Energy Credits and we stand to gain if the plant produces at capacity.
Mayor Grenier said that it is important to protect the City’s interests though it may cost $5,000. Councilor Higbee asked if the market is strong enough to sell all of the energy if the plant were at capacity. Mayor Grenier indicated that most utilities buy available renewable energy credits.
Councilor Theberge asked about BEC going through Vermont. Mayor Grenier stated that at this time they do not have a power purchase agreement nor is there an end user for the power. If it were to be successful, the region needs both projects.
Councilor Theberge moved to supporting Berlin being an intervenor in the Northern Pass Project; Councilor Otis seconded and the motion carried. All voted in favor of the motion with the exception of Councilor Nelson who abstained.
