City Council Work Session
Minutes June 9, 2015

Present:  Mayor Paul Grenier, Councilors Roland Theberge, Peter HIgbee, Russell Otis, Denise Morgan-Allain, Lucie Remillard, Mike Gentili; Diana Nelson, and Mike Rozek were absent.
Others present:  Robin Frost, Terry Oliver, Grace Lapiere, Jim Wheeler, Mike Perreault

Request to Fill PWD Position
The Mayor opened the meeting at 6:30 PM.  Mike Perreault, PWD Director explained that he has had a resignation in the PW Department and that he was requesting permission to fill the position.  Councilor Theberge made the motion to allow the Public Works Director to fill the position.  Councilor Higbee seconded the motion.  The motion passed.

At 6:35 the Mayor asked for a motion to go into non-meeting with legal Counsel.

Non-Meeting
Councilor Remillard moved with a second by Councilor Theberge to go into non-meeting per RSA 91-A:2 I (c) Consultation with Legal Counsel.  The motion passed with all voting in favor by roll call.  

Non-Public Session
At 7:25 pm the Mayor asked for a motion to go into non-public session per RSA-A:3II(a) Personnel.  Councilor Remillard moved with a second by Councilor Higbee to go into non-public session per RSA 91-A:3II   (a) The dismissal, promotion or compensation of any public employee or the disciplining of such employee, or the investigation of any charges against him, unless the employee affected (1) has a right to a meeting and (2) requests that the meeting be open, in which case the request shall be granted) .  The motion passed unanimously by roll call.

Councilor Theberge made the motion to seal the minutes of the non-public discussion until formal adoption of the City Manager’s contract.  Councilor Higbee seconded the motion.  The motion passed.

Councilor Morgan-Allain made the motion to come out of non-public.  Councilor Higbee seconded the motion and it passed unanimously by roll call.
Other

Councilor Theberge raised the issue of the Skate Park brought forward by Colleen Poulin at the last City Council meeting with respect to funding.  The Mayor suggested that the issue will have to wait for the finalization of the budget and other potential funding to come forward.

Councilor Remillard asked when the Council would have an opportunity to consider final adjustments to the proposed FY16 budget.  The City Manager said he would provide these near the end of the current week which was satisfactory.

Councilor Theberge made the motion to adjourn the meeting.  Councilor Higbee seconded.  The motion passed and the meeting adjourned at 7:59 pm.
