City Council Work Session

Present were: Mayor Grenier, Councilors Otis, Remillard, Gentili, Higbee, Nelson, Rozek, and Theberge. Councilor Morgan Allain was absent
Others present: Community Development Director Pamela Laflamme, School Business Manager Bryan Lamirande, City Clerk Debra Patrick, Barbara Tetreault, Berlin Daily Sun
Mayor Grenier opened the meeting at 6:30 p.m. He asked for the addition to the agenda of “Part Time Clerk Assistant.” Councilor Remillard moved to add the item to the agenda; Councilor Higbee seconded and the motion carried.
School Department Grants & Update
Bryan Lamirande reported that at year end there is often the ability to get additional grant money. The proposed resolution appropriates the additional funds totaling $40,168. Mayor Grenier noted that this is general housekeeping that reports the actual amount of grant funds received.
KRT Proposal for Data Collection and General Assessing Services
Ms. Laflamme explained that both the Board of Assessors and the City Manager reviewed the proposal submitted by KRT Appraisal of Haverhill, MA. The recommendation is to authorize the City Manager to enter into a contract with KRT for five years. There are a few differences in pricing and it was determined that the effect will be minimal. Mayor Grenier noted that KRT is now doing a lot of the assessing in Coos County and they are coming to have a better understanding of the values in the County. Ms. Laflamme added that the technology available to them is giving us more accurate measurements. This contract is for the additions and deletions.
Councilor Remillard moved to authorize the City Manager to enter into a contract with KRT Appraisals for data collection and general assessing for five years from July 1, 2015 to June 30, 2020; Councilor Rozek seconded and the motion carried. All voted in favor.
Part Time Clerk Position
Debbie Patrick informed the Council that her part time clerk is leaving to take a full time position in the Finance Department. She asked to replace the part time positon. Councilor Nelson moved to authorize hiring a part time clerk in the City Clerk’s Office; Councilor Rozek seconded and the motion carried.
Non-Meeting
Councilor Rozek moved to enter into non-meeting per RSA 91-A:2I(b) Collective Bargaining; Councilor Higbee seconded and the motion carried unanimously by roll call.
