Work Session
November 15, 2010

Present were:  Mayor Grenier, Councilors Danderson, Evans, Rozek, Cayer, Poulin; absent were Councilors McCue, Landry, and Remillard.

Others present included Steve Binette, Steve Halle, Dan Buteau, Brian Valerino, several students from the High School Civics Class, media and public.

Mayor Grenier opened the meeting at 6:30 p.m.  He requested an addition to the agenda to allow Deputy Chief Valerino to give an explanation of the grant resolutions being introduced at this meeting.  Councilor Evans moved to add the resolutions discussion to the work session; Councilor Danderson seconded and the motion carried.

Phase II WWTF Upgrade Contract
Mr. MacQueen explained that the contract is for a major part of the design improvements for the waste water treatment plant upgrade.  The contract covers time and materials in addition to a fixed fee to design all the upgrades.  

Mayor Grenier asked if there is a time frame to complete the contract and Mr. MacQueen commented that there is no control over the value engineering that is part of this project because it is done by another firm.  He said that 7-10% of the total project is typical for engineering costs.  The contract can be terminated for any reason; however the City would have to pay for work that has been completed.  The work has to be submitted to DES and Rural Development for approval.  The time schedule is to complete the design within 150 days not including review days.

Councilor Danderson moved to approve signing the contract; Councilor Evans seconded and the motion carried with all in favor

Training Grant
Deputy Chief Valerino reported that the Police Department applied for and received grants for the initial police standards course from the Roger Williams School.  This is the secondary course and is applied to mid management level training.   The course costs $1,500 and the grant is for $1,000; the remainder of tuition as well as lodging and meals will come from the PD’s training budget.  

Bullet Proof Vests
Vests have a useful life of 5 to 6 years.  Some years ago Zylon vests had to be replaced and the City received 100% replacement so now they need to be replaced all at the same time.  Councilor Danderson confirmed that the grant is for 50% of the cost and what is not covered by grant is in the equipment budget.    

Mayor Grenier indicated that the NH Fish and Game will not have additional funding for OHRV grants.  Deputy Chief Valerino added that there may be funds available for the first time through Highway Safety and because the connector trail is on a public route, the City may be able apply.  He encouraged any councilors to speak to Legislators about the need to patrol the Park and making the appropriate funding decisions.  

Councilor Cayer affirmed that the old vests are kept by the Department and used for training purposes.
