Special Meeting
Present were Mayor Danderson, Councilors Lafleur, Cusson, Boucher, Poulin, Donovan and Nelson; Councilors Bigelow and Grenier were absent. Lucie Remillard, Thomas McCue, David Bertrand, Mark Evans, Pamela Laflamme, Patrick MacQueen, media and public were also present.
City Council Action to Accept Voting Results Councilor Lafleur moved to accept the election results as presented; Councilor Donovan seconded and the motion carried unanimously.
Memo re: Master Plan Consultant Selection A memo from City Planner Pamela Laflamme explained how a committee of Planning Board, Council and community members was put together to interview consulting firms to be hired to facilitate the City's Master Plan. An update to the memo showed the six proposed budgets.

GENEVA Urban Consulting & Development $24,570 E² & Renaissance Planning $99,599 Saratoga Associates, Inc. $99,656 Jeffrey H. Taylor & Associates $99,860 Louis Berger Group, Inc. $99,960.
Councilor Lafleur asked why the huge discrepancy between the firms and Ms.
Laflamme responded that amount budgeted for the project is a matter of public record; however the quality of the proposals matched their price tags.
Councilor Donovan noted that he would rather see NCC do the Master Plan because a lack of resources will force the region to work together.
Paying an additional $4,000 for NCC's membership fee would be in the best interest of the city.
Councilor Lafleur moved with a second from Councilor Cusson to accept the Committee's recommendation of Jeffrey H. Taylor & Associates as the Master Plan consulting firm. So moved the motion carried with Councilor Donovan opposed.
Councilor Lafleur moved to adjourn; Councilor Cusson seconded and the motion carried. The meeting ended at 6:50 p.m.
