Work Session
Council members present were: Mayor Danderson, Councilors Lafleur, Cusson, Roy, Poulin, Donovan, and Grenier; Councilors Nelson and Danderson were absent. Staff members present were: Pamela Laflamme, John Moulis, Marion Huntley, Ernie Allain, and Patrick MacQueen. Media and public were also present.
Mayor Danderson opened the meeting. He acknowledged students present from the BHS Civics Class.
Condition of Western Avenue
Councilor Donovan asked that a capital improvement project be created to improve the condition of Western Avenue over three years. Mr. Allain estimated the work needed at $150,000. Councilor Grenier submitted that Willard Street is very bad as well. There is also an ongoing drainage issue on the East side that causes sewer backups.
Councilor Cusson expressed concern about sewer problems, noting that it is a health issue and needs to be dealt with. Mr. Allain explained that the I & I study authorized by the Council and being done now is going to pinpoint sources of the problem.
Hiring Freeze Committee
Councilor Lafleur moved to enter into the Hiring Freeze Committee; Councilor Grenier seconded and the motion carried; Councilor Donovan voted against.
Mr. Allain noted that he is losing a full time secretary and would like to fill a part time position in mid June. Councilor Grenier moved to approve; Councilor Roy seconded and the motion carried.
Councilor Grenier moved to come out of the Hiring Freeze Committee; Councilor Roy seconded and the motion carried.
School Department Excess Revenues
John Moulis reported that there are excess revenues that the schools intend to use for the needs and costs to balance this years budget. Any additional revenues will be forwarded to the Council prior to the end of the fiscal year. Councilor Grenier commented that the final number can be amended up to the time of the public hearing.
Discontinuing Success Loop Road
Ms. Laflamme explained that the sale of the land for building the Federal prison is final and the Bureau of Prisons would like the City to discontinue the use of Success Loop Road. There is a 14 day abutter notice and registered letters have to be sent to the Town of Milan. There is a six month to appeal process.
The prior land owners have negotiated to stay for one year from the time of the sale. The Bureau of Prisons is looking to do site work this year and not officially start building until next spring.
Memorial Day Schedule
Councilor Grenier moved to cancel the meeting on the 28th; Councilor Roy seconded and the motion carried. Councilor Grenier noted that there will be the public hearing for the budget on May 30th and the budget should be the only agenda item unless an urgent matter occurs.
Non-Public Session
Councilor Grenier moved to go into non-public session per RSA 91-A:3 (d) Consideration of the acquisition, sale or lease of real or personal property which, if discussed in public, would likely benefit a party or parties whose interests are adverse to those of the general community and 91-A:2 (b) Strategy or negotiations with respect to collective bargaining; Councilor Poulin seconded and the motion carried unanimously by roll call.
Land Matter
Mr. MacQueen reported that BIDPA has an interest in acquiring additional industrial land.
Collective Bargaining
Mr. MacQueen updated the Council with regard to ongoing negotiations with Teamsters, OPEIU, and FF.
Councilor Roy moved to come out of non-public session; Councilor Grenier seconded and the motion carried unanimously
