City Council Minutes 12/18/2006 Work Session

Work Session

Present were Mayor Danderson, Councilors Nelson, Poulin, Grenier, Donovan, Lafleur, Roy and Danderson; Councilor Chagnon was absent.  Patrick MacQueen, Ernie Allain, Andre Caron, media, and public were also at the meeting.

Hiring Freeze Committee _ Public Works Mechanic/Welder
Councilor Roy moved to enter into the Hiring Freeze Committee; Councilor Nelson seconded and the motion carried; Councilor Donovan opposed.

Mr. Allain explained that Dan Belanger has moved up to the garage foreman position leaving his former position of mechanic/welder open; replacing would be budget neutral.  Councilor Grenier moved to replace the position; Councilor Nelson seconded and the motion carried unanimously.

Councilor Roy moved to come out of the Hiring Freeze Committee; Councilor Nelson seconded and the motion carried.      

Other _ Hillside Avenue Sidewalks
Mr. MacQueen reported that the Hillside Avenue sidewalk project originally came in high at $294,000.  Mr. Allain and the State have been negotiating with the only bidder to get the price down.  Items from the contract that were negotiated were:  material for a blind plate, curing time for the cement, cost for detouring from Hillside to Madison as well as paving of the curb cuts which will by done by the city.  The State approves the plan.  

Councilor Grenier asked how much time will be taken away from the City employees' other duties to do this work?   Mr. Allain explained that most of the driveway entrances have already been done through other projects.  It will take the most time to fill in at the foot of the sidewalk, where it meets the road.  Mr. MacQueen asked for Council approval for the negotiated contract.  Councilor Grenier confirmed that the money is already in the budget. Councilor Poulin moved to waive the bidding process to approve the negotiated contract; Councilor Nelson seconded and the motion carried unanimously.

Non_Public Session
Councilor Lafleur moved to go into non public session per RSA 91_A:3 Nonpublic Sessions II  (d) Consideration of the acquisition, sale or lease of real or personal property which, if discussed in public, would likely benefit a party or parties whose interests are adverse to those of the general community; Councilor Danderson seconded and the motion carried unanimously by roll call.

Councilor Grenier moved to seal the minutes as releasing them may render the proposed action ineffective; Councilor Roy seconded and the motion carried unanimously by roll call.
