BOARD OF ASSESSORS

October 21, 2010

Present: Jonathan Edwards, Chairperson of Board of Assessors, Robert E Pelchat, Paul E Croteau, Susan C. Warren, Assessors Office Coordinator/Deputy City Clerk

1)      CALL TO ORDER
The meeting was called to order at 2:00 PM.  

2)      REVIEW & APPROVE MINUTES DATED SEPTEMBER 22, 2010
Minutes for the meeting of September 22, 2010, were e-mailed to the Board for their review prior to this meeting.  A motion was made by Paul Croteau to accept the minutes as typed.  Robert Pelchat seconded the motion.  The motion was made and seconded and all concurred.  The minutes will be placed on file.

3)      REVIEW & SIGN ABATEMENT FORMS FOR TAX YEAR 2008, 2009 & 2010 FOR PROPERTY UNDER THE OWNERSHIP OF LEWIS FISHER, GP (BROOKSIDE APARTMENTS)
Correspondence from Gary Roberge of Avitar, dated September 30, 2010, was reviewed.  Owners of property know as Brookside Apartments had filed an appeal form with the Board of Tax & Land Appeals for tax year 2008 and 2009.  After several months of negotiation, the property owners made an offer of $1,800,000.  A counter offer was proposed to the Board and they accepted Avitar’s recommendation.    The proposal was forwarded to the taxpayers and they accepted the offer.  

The agreement calls for the 2008 valuation to be 2,200,000. times the ratio of 1.045%.  The adjusted valuation came to $2,299,000. which resulted in a tax abatement of $23,901. plus 6% interest and cost and fees.  The agreement for 2009 valuation is for $2,200,000. times the ratio of 1.21%.  The adjusted valuation came to $2,662,000. which resulted in a tax abatement of $13,077. plus 6% interest and cost and fees.  The agreement for 2010 valuation is for $2,227,300.  The final tax bill and the tax rate are not set yet.  An adjusted tax bill will be sent once the 2010 tax rate has been set.  All necessary forms were reviewed by the Board and signed.  The Owner and the Tax Collection Office will be notified of these adjustments.

The two taxpayers with * were applications for Improvements to Assist Persons with Disabilities.  The remaining applications were for veteran tax credit.

5)  ADJOURNMENT
A motion to adjourn was made by Robert Pelchat and seconded by Paul Croteau.  Motion was made and seconded to adjourn.  The motion passed.  The meeting was adjourned at 2:15 PM.  The next meeting of the Board of Assessors will be held in the near future.
