BOARD OF ASSESSORS

1)      CALL TO ORDER
The meeting was called to order at 2:00 PM.  

2)      REVIEW & APPROVE MINUTES DATED JUNE 22, 2010
        The Board had previously reviewed the minutes for the meeting of June 22, 2010.  Paul Croteau made a motion to accept the minutes as presented.  Acting Chair Robert Pelchat seconded the motion and all voted in favor.  The motion passed and the minutes will be placed on file.

3)      REVIEW & DISCUSS COMMERCIAL/INDUSTRIAL PARTIAL TAX EXEMPTION
        The Board discussed how to handle the commercial/industrial partial tax exemption for this year.  It was decided that the best way would be through abatement process with an adjusted bill mailed for the parcels affected.  There is no area on the MS-1 to account for this exemption and it applies only to the City and School portion of the tax bill.  The tax rate will not be known until after the tax rate is set.  The percentage to be used for the first year of the exemption is 25% of City and School tax rates.  Therefore, it would have to be calculated after the tax rate is set and warrant is committed.

4)      REVIEW, APPROVE & SIGN FORM PA-16 REIMBURSEMENT TO TOWNS & CITIES IN WHICH FEDERAL & STATE FOREST LAND IS SITUATED
        The form was reviewed by the Board.  Jericho Lake Recreation Trail & Park has 5,000 acres with a value of $371. per acre for a total value of $1,855,000.  White Mountain National Forest has 16,232 acres with a value of $351. per acre for a total value of $5,697,400.  The Board approved the figures and signed the form.  It will be mailed immediately to the Department of Revenue.  The deadline for mailing this form is
        September 1, 2010.

5)      REVIEW & APPROVE 2010 YIELD TAX CERTIFICATION & WARRANT
        The following 2010 yield tax certification & warrant was reviewed, approved and signed by the Board:

6)      REVIEW & APPROVE VETERAN TAX CREDIT APPLICATION FOR TAX YEAR 2010
        The following veteran tax credit applications were reviewed and approved by the Board of Assessors:

* These two taxpayers were all ready receiving the veteran tax credit but needed to reapply for the above noted reasons.
Forms were signed and all of the above taxpayers will be sent notification of the approval for veteran tax credit starting tax year 2010.

7)      OTHER BUSINESS
        Some veteran application forms were previously approved but the forms had not been signed by the Board at that time.  The Board members reviewed and signed the following application forms:

8)      NON-PUBLIC SESSION
Acting Chairperson Robert Pelchat called for a non-public session.  Paul Croteau made a motion to go into non-public session per RSA 91-A: 3 II (c) “Matters which, if discussed in public, would likely affect adversely the reputation of any person,” and Acting Chair Pelchat seconded this motion.  All concurred.  The Board of Assessors went into non-public session.

9)      RESULT OF NON-PUBLIC SESSION
Member Paul Croteau made a motion to go into regular session and to seal information provided as this is confidential material and not right to know.  Acting Chair Pelchat seconded the motion.  The Board of Assessors went into public session.

Elderly exemption applications for the following taxpayers were reviewed:

The applications were approved and signed.  The exemption will take effect in tax year 2010.

A blind exemption application for Pamela Couture, aka Pamela Waterman, was reviewed by the Board.  The Board reviewed and approved the application.  As she was not owner of record on April 1, 2010 for property located at 212 Hillside Avenue, she will receive the blind exemption starting tax year 2011.
        
10)     ADJOURNMENT
A motion to adjourn was made by Acting Chair Pelchat and seconded by Paul Croteau.  Motion was made and seconded to adjourn.  The motion passed.  The meeting was adjourned at 3:00 PM.  The next meeting of the Board of Assessors will be held in the near future.
