1) CALL TO ORDER
The meeting was called to order at 2:00 PM.
2) APPROVE MINUTES DATED FEBRUARY 6, 2009
Minutes dated February 6, 2009, were previously reviewed by the Board. Paul Croteau made a motion to accept the minutes as typed. Jonathan Edwards seconded the motion. Motion was made and seconded that the minutes of February 6, 2009, be accepted and placed on file. Vote was taken and all approved. The motion passed.
3) REVIEW VETERAN APPLICATIONS FOR TAX YEAR 2009
A veteran tax credit application for Dorothy Keene of 109 Highland Park Avenue was reviewed and approved. Also a veteran tax credit application for Marc W Gagne, Jr of 25 Spruce Street was reviewed and approved.
4) REVIEW & APPROVE ABATEMENT APPLICATIONS FOR TAX YEAR 2008
The following abatements were reviewed and approved by the Board:

The Board reviewed the recommendation from Avitar for property owned by Arnold Drouin and located on Riverside Drive and shown as Map 404 Lot -0009. The valuation was adjusted from $67,000. to $53,600. The tax decrease for 2006 is $392, for 2007 is 403 and for 2008 it is $400. All the forms were signed and will be given to the Collection Department for processing. Mr. Drouin has an appeal filed with Board of Tax & Land Appeals for tax year 2006. The hearing date is set for March 24, 2009. Avitar will be informed of the action taken by the Board.
5) COMMERCIAL/INDUSTRIAL PROPERTY TAX EXEMPTION
Greenova LLC filed a commercial/industrial property tax exemption application. This is the first filing that the City has received since it adopted RSA 72:75 by ordinance. The Board tabled the application because, at this time, Greenova LLC is not the owner of record on the parcels listed on the application. A copy of the ordinance and all RSAs pertaining to this subject matter were given to the Board for their review. It was noted that the exemption applies only to the municipal and local school property taxes. How the City will report this exemption to the State has not been determined as yet.
6) REVIEW SALES RATIO STUDY
The Board was given excerpts of the sales study conducted from October 1, 2007 to September 30, 2008. The overall weighted mean assessment-sales ratio is 100%, which will be used to equalize the modified local assessed valuation for all land, building and manufactured housing in our municipality. The median ratio for tax year 2008 is 104.5% which is used to modify the market value of properties under review for abatement to adjust them in accordance with the overall ratio of all properties in our municipality. The City passed all the median tests for overall and strata.
7) NON-PUBLIC SESSION
The Chair Robert Pelchat called for a non-public session. Paul Croteau made a motion to go into non-public session per RSA 91-A:3 II (c) “Matters which, if discussed in public, would likely affect adversely the reputation of any person, …” and Jonathan Edwards seconded this motion. All concurred. The Board of Assessors went into non-public session.
8) RESULT OF NON-PUBLIC SESSION
Jonathan Edwards made a motion to go into regular session and to seal income/expense information provided as this is confidential material and not right to know. Paul Croteau seconded the motion. The Board reviewed and granted the following elderly/disabled lien applications:

An elderly exemption application for Paul Filteau of 15 Arlington Street was denied as he was over income. He will be informed of his right to appeal this decision.
9) ADJOURNMENT
A motion to adjourn was made by Paul Croteau and seconded by Jonathan Edwards. Motion was made and seconded to adjourn. The motion passed. The meeting was adjourned at 2:50 PM. The next meeting of the Board of Assessors will be held in the near future.
