Airport Authority Minutes 09/24/2007

Berlin Airport Authority

Present were:  Commissioners Richard Lafleur, Richard Lamontagne, Paul Cusson, Jennifer Boucher, Timothy Donovan and Paul Grenier who entered the meeting at 6:10 p.m.; absent was Chair Danderson and Ex-Officio Ron Hamel.  Staff members present were Eric Kaminsky and Patrick MacQueen; media and public were also present.

Commissioner Cusson moved to have Commissioner Lafleur chair the meeting in the absence of Chair Danderson; Commissioner Boucher seconded and the motion carried.

Commissioner Lafleur called the meeting to order and noted that this is a special meeting to deal with a proposal to purchase sand put forth by Coleman.

Mr. Kaminsky explained that cross section engineering work would be done on the sand pit.  This is a survey done in a checkerboard fashion and the result is that a determination can be made of how much sand has been taken out.  Mike Deletetsky advised, as the airport's engineer, that an independent surveyor could be hired so that Coleman is not policing itself.  Mr. Kaminsky added that York Land Services gave an estimate of $1,600 for both surveys, one at the beginning of the project and one at the end.  Coleman has offered to make a cross section measure and pay monthly.  They expect to take 10,000 yards this week.   

Mr. MacQueen asked if Coleman has been asked to pay for an independent survey.  Given the size of the job it is reasonable to ask them to pay for the survey. They will be taking approximately 10,000 to 30,000 yards of sand and, according to our engineers; we have 50,000+ yards remaining in the pit.  

Commissioner Donovan commented that it is in the best interest of the airport to do an independent study and to have a survey done to tell us what we have left.  Commissioner Lamontagne asked about timing for the survey and expressed concern that the project could be delayed

Mr. Kaminsy indicated that Coleman has done a survey and the have peeled back the surface to get at the sand.  Commissioner Cusson suggested asking that Coleman hydroseed the area to prevent sand storms.    

Commissioner Grenier made the point that the proceeds of the excavation should go toward paying down the negative balance the airport has with the city.  Commissioner Donovan moved to proceed with an independent survey not to exceed $1,600; add hydroseeding to the agreement and that all funds go toward lowering the negative balance the airport has with the City.  Chair Lafleur asked that each item in the motion be voted on under a separate motion; Commissioner Donovan withdrew his motion.

Commissioner Donovan moved to have an independent survey done on the airport sand pit, before and after Coleman starts to remove sand at a cost not to exceed $1,600; Commissioner Cusson seconded and the motion carried.  

Commissioner Donovan moved to add hydroseeding after the project is complete to the pit agreement as item m.; Commissioner Cusson seconded and the motion carried.    

Commissioner Donovan moved that all funds derived from the sand be applied to the debt of the BAA $230,471.16; Councilor Cusson seconded and the motion carried.

Commissioner Boucher suggested that Coleman should be asked to pay for the survey.  If they reject the idea, Eric would continue with the plan already voted on.  Commissioner Boucher moved to add item n. to the pit agreement requesting Coleman to pay for the independent survey not to exceed $2,000; Commissioner Donovan seconded.


Commissioner Cusson expressed concern that the BAA would be losing its independence.  It was clarified that the BAA would choose an independent surveyor and when the bill comes in; Coleman would reimburse us for the survey.  In the vote that followed, Commissioner Donovan voted against and all others voted in the affirmative.  

Commissioner Grenier moved to adjourn; Commissioner Donovan seconded and the motion carried.  The meeting ended at 6:25 p.m.
