Minutes
Commissioner Grenier moved to accept the minutes of the previous meeting; Commissioner Lafleur seconded and the motion carried unanimously.
Financial Reports
Commissioner Grenier confirmed that the reference to Air BP on the financials is actually AV Fuel. Chair Bertrand noted that the sale of jet fuel is way down but the aviation fuel is ahead. Mr. Kaminsky added that aviation fuel is on par with other years; however jet fuel sales are down. He estimated that projections would fall short by $30,000.
Commissioner Grenier moved to accept the financial report; Commissioner Lafleur seconded and the motion carried.
Engineer’s Report – Mike Deletetsky
SRE Building. Mr. Deletetsky indicated that there is a need to close out the financial part of the snow removal building grant and once that is done, the project will be complete. Commissioner Lafleur affirmed that the punch list for the building is complete. Mr. Kaminsky added that the building is working as envisioned. Commissioner Lafleur asked about sighting of the building on the road and Mr. Deletetsky commented that the State has not mentioned any problem.
Land Sale. With regard to the land sale to Mr. & Mrs. Mackinnon, the FAA is reviewing the proposed transaction and we are waiting for feedback
Loader Purchase. It was reported that the loader is in the airport’s hands. The hope is to bid out a snow blower as the next project. Chair Bertrand confirmed that the snow blower sent to Public Works for repair is back and operational.
Non-public session
Commissioner Lafleur moved to go into non-public session per RSA 91a:3II (d) Consideration of the acquisition, sale or lease of real or personal property which, if discussed in public, would likely benefit a party or parties whose interests are adverse to those of the general community; Commissioner Grenier seconded and the motion carried unanimously by roll call.
Commissioner Grenier moved to come out of non-public session; Commissioner Lafleur seconded and the motion carried unanimously by roll call.
Commissioner Grenier moved to seal the minutes as releasing them would render the proposed action ineffectual; Commissioner Lafleur seconded and the motion carried unanimously.
Proposed Land Sale
Chair Bertrand noted that the consensus of the BAA is to sell the parcel for the new appraised value established in the second appraisal of $20,000. Commissioner Grenier moved to direct staff to prepare a purchase and sale agreement subject to the approval of the FAA, and to submit a resolution to the Berlin City Council for approval; Commissioner Lafleur seconded and the motion carried.
Status of Leases
Mr, Drobny’s lease was discussed. Commissioner Grenier noted that the lease amounts are specific to that building and should be charged as they were when it was Wausau. Mr. Kaminsky reported that $555 was charged and it was for the building area as well as the paved area surrounding the building. It was the consensus of the Authority that there is no reason to change the payment amount. Commissioner Grenier moved to extend a lease to Mr. Drobny at $555; Commissioner Lafleur seconded and the motion carried.
Airport Manager’s Report
Meeting with Chief Marshall. Mr. Kaminsky reported that he met with the Chief Marshall of the State of NH at the airport to ask about the possibility of transporting prisoners to and from the Federal prison. The Marshall toured the facility and did not discount using the airport. He questioned the use of an office, how big an aircraft could be accommodated and the availability of rental cars. It was a good meeting and resulted in the Marshall’s office knowing what is available should there be a need to transport prisoners
BWW to Purchase Sand. The Water Works is very interested in buying all the sand that the airport has to sell. They will be refurbishing water lines that will require a substantial amount of sand. This will be a good opportunity to capture revenue since fuel sales are down. The price agreed upon by the BAA is $3 per yard for city departments. Commissioner Grenier confirmed that the sand pit will be reclaimed. Mr. Kaminsky indicated that now to the end of the fiscal year, the BWW is expected to buy 6,000 yards of sand.
Safety Inspection. State Aeronautics conducted a safety inspection of the airport and the resulting report is attached. There is nothing on airport property to be concerned about.
Loader. The new piece of equipment has arrived and Mr. Kaminsky encouraged BAA members to come to the airport to take a look. The loader is similar to what the city uses with a plow wing and snow bucket. Commissioner Lafleur moved to accept the report; Commissioner Grenier seconded and the motion carried.
Other
Commissioner Lafleur wished everyone happy holiday and said that it has been a pleasure working with the BAA. Chair Bertrand also noted that this is likely his last meeting and he leaves the BAA in capable hands.

Commissioner Grenier moved to adjourn; Commissioner Lafleur seconded and the motion carried. The meeting ended at 7:45 p.m.
