Airport Authority Minutes 10/01/2009

Present were:  Chair David Bertrand, Commissioners Goudreau, Cayer, and Pozzuto; absent were Commissioners Grenier, and Lafleur.  Others present included Blandine Shallow, Michael Deletetsky, Eric Kaminsky, and Patrick MacQueen.

Commissioner Cayer moved to accept the minutes of the previous meeting; Commissioner Pozzuto seconded and the motion carried.

Financials
Mr. Kaminsky reported that typically the first quarter can project the rest of the year.  The bottom line is that expenditures are estimated at $169,000 and revenues at $138,000, projecting a shortfall of $31,000.  The airport is subject to the industry wide economic slow-down.

Chair Bertrand agreed that aviation is the first cut back for many companies.  He asked if there were comments or proposed action.     Commissioner Pozzuto asked if the deficit includes the expected revenue for the land sale and Chair Bertrand explained that the revenue will not be used in the operations budget but will be used to lower the ongoing deficit that is held by the airport.  Ms. Shallow further noted that the value of the sale goes as a gain off the depreciation schedule.  Chair Bertrand recommended that the Airport Authority meet again after the next quarter.

Mr. Kaminsky informed the Authority that he was approached by several contractors regarding buying sand due to a State bid to repair the washout on Route 16.  The Water Works will be doing a lot of repairs next summer and they have indicated that they will buy all possible sand.  The pit will be inspected for an accurate count of what is left.  It is sold to the Water Works (or any other city related function) for $3.00 per yard and $4.00 per yard for an outside contractor.

Commissioner Goudreau moved to accept the financial report; Commissioner Cayer seconded and the motion carried.

Engineer’s Report
Loader.  Mr. Deletetsky reported that the loader has been ordered and should be in by November.   It is an impressive piece of equipment and once it is delivered, money will change hands.  

SRE Building.  The building warranty will come to the owner of the building and funds will not be released until the warranty is in hand.  The punch list items are done.  

McKinnon.  Mr. Deletetsky went on to explain that the delay with selling property to the McKinnon’s is with the State.  It has been so long since the appraisal was done, the State feels it needs to be revisited.  The appraiser will have the appraisal complete in three weeks and State Aeronautics will turn it around in one week; the sale can finally happen in a few months.  

CIP.  Mr. Deletetsky established that the CIP for this year was calling for another piece of snow removal equipment; however that can be pushed back due to budget constraints.  

Commissioners discussed the potential of acquiring equipment with 2.5% money.  The possibility of selling the used snowblower to cover the airport’s share of funding was also proposed.   Mr. Kaminsky affirmed that the State does not get involved with the airport selling equipment once it is ten years old.  Chair Bertrand theorized that we are spending several thousand dollars in maintenance on the snowblower.  Mr. Deletetsky reasoned that if the Authority wants to get on board for the snowblower, we will need to get started.  He warned that the funding could change from 2.5% matching funds to 5% where it was before.   

Commissioner Goudreau expressed that he can see the value in keeping the equipment going.  Chair Bertrand confirmed that a December decision on this would be honored.

Commissioner Pozzuto asked when the road from the new building to the air strip would be constructed and Mr. Deletetesky indicated it would be during ramp expansion.

Airport Manager’s Report
Mr. Kaminsky reported that the parts to fix the snowblower cost $2,200 and there is no charge for the labor at the Public Works garage.  

Leases were mailed out in late September and are coming in.

Mr. Kaminsky informed the Authority that he has a meeting with a Federal Marshall regarding the prison using the airport to fly in inmates.  He noted that he’s been told that the Bureau of Prisons is not interested in the airport at all; however he’s scheduled a meeting to review use of the airport.  The meeting is scheduled for November 3.  

Commissioner Cayer confirmed that new brochures are out.  Mr. Kaminsky stated that he gives them to the pilots to distribute.  

Commissioner Goudreau moved to accept the Manager’s Report; Commissioner Cayer seconded and the motion carried.  

Other
With regard to insulation for the terminal building, Kim Lambert estimated the area of 24x70 could be done with 6 inches of insulation for about $1. per foot.  Mr. Lambert did not want to give an exact quote because if the work goes out to bid, his price would be disclosed.  There is insulation there already and the need for additional insulation was questioned.  

Mr. Kaminsky reported that the airport’s heating system was inspected and it does not need to be replaced at this time.

Commissioner Pozzuto thanked Mr. Kaminsky for voluntarily participating in the Town of Milan’s process of creating their All Hazard Mitigation Plan.

Commissioner Cayer moved to adjourn; Commissioner Goudreau seconded and the motion carried.  The meeting ended at 7:20 p.m.
