Berlin Airport Authority

Present were Chair David Bertrand, Commissioners Grenier, Pozzuto, Lafleur, and Cayer. Others present were Eric Kaminsky, Mike Deletetsky, Blandine Shallow, John Hertz, Jim Ottolini, Norman Dupuis and public.
Minutes
Referring to the minutes, Chair Bertrand asked if a quote has been received for insulating the terminal building. Mr. Kaminsky responded that a quote from Kim Lambert is coming.
Commissioner Lafleur moved to accept the minutes; Commissioner Grenier seconded and the motion carried.
Financials
Mr. Kaminsky explained that fuel sales are down due to the economy. The airport is going to sell a piece of land but the sale is not likely to happen until sometime in the next fiscal year. If the income from the sale of land were to be carried as a receivable in operations, the airport would meet its budget expectations.
Commissioner Grenier commented that previous discussions resulted in the Authority wanting to apply this money to the negative balance the City paid to the airport from previous years. The current negative balance is approximately $71,000 and this year’s deficit would increase that amount by $15,000 to $86,000.
Commissioner Grenier advocated that the $25,000 be applied to the outstanding deficit. He questioned whether the City Council would be willing to pay the deficit. He went on to say that using funds from the sale of land as operations would be telling the public that the airport is not operating at a deficit when it actually is. Chair Bertrand agreed that he would not want to apply the land sale to the operating revenue. He noted that he would pose the question of whether the city chooses to cover the deficit to the Council. He asked Ms. Shallow if the auditor has weighed in on the issue and Ms. Shallow indicated that applying the $25,000 to the negative balance serves to reduce it and satisfies the auditors.
Mr. Kaminsky noted that July and August are the heavy months for fuel sales. He proposed that the Authority meet in September to go over sales for July and August to make a determination of how accurate budget projections are. Commissioner Grenier asked for a historical data report that would show what percentage of the total yearly revenue is generated in those two months.
Commissioner Grenier moved to accept and use $25,000 to reduce the negative account balance; Commissioner Pozzuto seconded and the motion carried.
Commissioner Pozzuto questioned the FAA’s involvement in the sale of airport property and Mr. Deletetsky explained that because the FAA has a stake in the airport and provides federal money, they and the State DOT are involved in the sale of the property.
Status of the Grants.
Loader. Mr. Deletetsky explained that the loader has not been ordered yet as the final grant has yet to be received. It is expected that the order can be placed sometime in August and it will take three months for delivery, likely to be in November.
SRE Building. Mr. Deletetsky reported that the building came in under budget by $1,000. Paving is as complete as it is going to get. Commissioner Pozzuto confirmed that to get to the runway, the equipment will need to be driven around the building until there is a ramp expansion. Mr. Deletetsky noted that this will be a good facility to house the airport’s vehicles. There is access through the building; on demand heating with propane and the office is electric heat. The building should be cost effective.
Commissioner Pozzuto asked how the building was sighted on the property and whether Milan’s setback requirements were met. Mr. Deletetsky indicated that he obtained the setback requirements from the State. Commissioner Pozzuto acknowledged that the building is not in the right of way of the highway but not within Milan’s setbacks depicted in the Zoning Ordinance. Mr. Deletetsky stated that he will look into it and get a response to the Authority.
Airport Manager’s Report
Mr. Kaminsky reported that the SARA unit that dispenses 100 low lead needs to be changed. It is likely from1996 and won’t support the necessary software. There are not a lot of companies that sell this specific equipmemy and if we go with a different model it would mean replacing the pedestal.
Chair Bertrand stated that Mr. Kaminsky should move quickly to get three quotes and move forward with proper procedures according to the purchasing policy. If it is not possible to get the quotes, then a follow up meeting of the Authority can be held to review.
The snow blower needs the front end taken apart to do a diagnosis of the differential but it will only be when PWD’s work load allows.
Commissioner Grenier moved to accept the Manager’s report; Commissioner Cayer seconded and the motion carried.
