Airport Authority Minutes 12/15/2008
Berlin Airport Authority
December 15, 2008

Present were:  Chair Bertrand, Commissioners Grenier, Goudreau, Lafleur and Cayer; Commissioners Donovan and Gagne were absent.  

Chair Bertrand called the meeting to order at 6:00 p.m.

Minutes
Commissioner Lafleur moved to accept the minutes of October 30, 2008; Commissioner Goudreau seconded and the motion carried.

Financials Oct; Nov 2008
Commissioner Grenier moved to accept the financials for October and November, 2008; Commissioner Lafleur seconded and the motion carried.

Potential for Donation of Wausau Building to the BAA
Mr. Kaminsky reported that he was contacted by an official at Wausau Paper who expressed that the company is willing to donate its building to the Berlin Airport.  The offer was made in writing as well.

Commissioner Grenier stated that he sees no positive side for the Airport to take ownership of the building.  He questioned the tax liability on the building as well as maintenance costs.  

Mr. Kaminsky noted that the building would be turned over to the BAA without any liabilities.  He added that he's been watching over the building for many years and there are not any maintenance issues with it.  He encouraged the BAA to accept the building so that it can be used to entice activity at the airport in the future.  

Commissioner Grenier warned that the building will come at a cost and any expenses will be charged to the Berlin taxpayer.  He felt that it is not in the best interest of the Airport or the taxpayers of Berlin to accept this building.

Commissioner Grenier moved to thank Wausau for the offer and decline to accept the building; there was no second to the motion

Commissioner Goudreau suggested postponing the vote until there is more information on the tax liability.  Assuming there are no taxes, he stated that he would be inclined to accept.

Chair Bertrand suggested asking for another month and in that time Mr. Kaminsky could check with the FAA to get their input and additional information could be gathered about the lease and taxes.  Mr. Kaminksy reported that Carol Niewola, the Aviation Planner at the State commented that there is no reason not to accept the building.  The item will be forwarded to the January 2009 agenda.

Other
Election of Officers.  Commissioner Grenier asked that the Airport Authority place the election of officers on the next agenda as well.   

Update on New Building.   Mr. Kaminsky described the progress; there is steel up and the framework is going up. Cement will be poured once there is a building shell.   

There being no further business to come before the Authority, Commissioner Grenier moved to adjourn; Commissioner Goudreau seconded and the motion carried.  The meeting ended at 6:30.
